Research On The Influencing Factors And Path Optimization Of Social Organizations’ Participation In NIMBY Conflict Governance

With the continuous enhancement of civic consciousness and the rapid development of political space,the NIMBY problem has become increasingly prominent with the gradual deepening of the urbanization process.As a result of the change in the public governance structure and the deepening of the administrative system reform,the social organization representing the power of multiple autonomies gradually moved from the governance margin to the system center,and the government also showed the willingness to cooperate with the social organization and the tendency to rely on resources.Throughout the domestic NIMBY protests one after another in recent years,social organizations have become indispensable governance subjects in NIMBY conflicts due to their professional resources,efficiency coordination and other advantages.In the current field of environmental governance,the government is the leading,enterprises as the main body,and the public and social organizations participating in the environmental governance system are increasingly improving.Although a macro policy environment is taking shape to encourage social organizations to participate in environmental affairs,there is still significant room for improvement in the NIMBY issue for social organizations to participate due to the practical difficulties and main challenges of social organizations,which are limited by inefficient system design and operation,weak organizational structure foundation,lagging supporting guarantee mechanism,and low organizational credibility and recognition.In other words,what is the role of social organizations in the NIMBY issue,what is the effect of participation in practice,and the influencing mechanism behind the behavior logic needs to be further studied to expand and deepen? In view of the above problems,this paper takes the participation of social organizations as the entry point and imparts NIMBY protests into the chain of environmental governance,to analyze and explain the reasons why social organizations’ participation in the governance of NIMBY conflicts is ineffective.At the same time,based on the interesting game and behavioral logic of multiple subjects,the collective protest actions caused by NIMBY conflicts over the years are investigated,and the influencing factors and optimization paths of social organizations’ participation in NIMBY conflict governance are traced to the source,to realize the horizontal extension and vertical breakthrough development of social organizations’ participation in NIMBY issues.The main research work of this paper is as follows:(1)Based on the participation theory of social organizations,this paper examines and considers the participation of environmental social organizations in NIMBY conflicts and tries to design the variable corresponding relationship and influence relationship model of social organizations’ participation in NIMBY conflict governance.On the one hand,it makes an in-depth analysis of the influencing factors of social organizations’ participation in NIMBY conflict governance.On the other hand,the effect mechanism of social organization participation in NIMBY conflict governance is discussed in detail.Based on 1460 questionnaire samples,the underlying variables such as organizational effectiveness,participation space and external support were determined,and the influencing factor model of social organizations’ participation in NIMBY conflict governance was constructed.The model was analyzed with AMOS 24.0 for confirmatory factor analysis(CFA),and the structural equation model(SEM)was used to verify the correctness of the theoretical hypothesis model.Thus,the explanatory power of the theoretical model to the participation intention of social organizations is tested.(2)Clarify the core conditions and paths that affect the effectiveness of social organizations’ participation in NIMBY conflict governance and determine the functional dimension model of social organizations’ participation in governance.The clear set qualitative comparative analysis method was used to compare and analyze 60 typical NIMBY conflict cases from 2007 to 2018.The role dimension model of social organization participation was designed from three dimensions,namely micro subject,meso structure and macro environment,and the variable types were divided into condition variables and result variables by fs QCA method.Eight observation factors,including internal governance,social mobilization ability,identity resources,political opportunities,superior attention,protesters’ behavior strategy,media support,and the level of competent unit,were determined to explore the core conditions and combination paths that affect the results of social organization participation behavior.(3)Based on the evolutionary game theory,the four-way evolutionary game model of "government-enterprise-public-social organization" is constructed by comparing the multiple subject benefit matrix under the two situations of social organization participation and absence in NIMBY conflict governance.It focuses on the analysis of the influence of the intensity of popular protests,the benefits and costs of social organizations’ participation,and the government’s environmental regulation standards on the strategy evolution of each party’s game subject under different government strategies and applies MATLAB to the numerical simulation of the main factors of the evolution system.This paper explores the multi-game relationship of social organizations participating in NIMBY conflict governance and the behavioral logic strategy and system evolution track of realizing multi-co-governance of NIMBY conflict.Based on the above analysis and demonstration,it aims to answer three questions:First,how do social organizations participate? In other words,from the aspect of "presence" of social organizations,the participation status,practical challenges and development trend of environmental organizations under the background of NIMBY protests are revealed.Second,what are the key factors influencing the participation of social organizations? In other words,from a global perspective,we examine how key variables affect the strategic choice of social organization participation.Third,how to optimize the path for social organizations to participate in NIMBY conflict governance? By focusing on the participation of social organizations,relevant policy suggestions are put forward to break the NIMBY dilemma.To sum up,by exploring the influencing factors and optimization paths of social organizations’ participation in NIMBY conflict governance,this study not only helps to transcend the theoretical shackles and path dependence of existing NIMBY studies,but also helps to enrich the research horizons of social organizations’ participation in environmental issues.Relevant research conclusions are conducive to improving the participation mechanism of social organizations in NIMBY conflict governance.To provide empirical basis and operational guidance for achieving NIMBY governance objectives.
