Eliminating poverty and achieving common prosperity are essential requirements of the socialist system.With the comprehensive poverty alleviation achieved in China,consolidating and expanding the achievements of poverty alleviation and promoting rural revitalization are important steps towards achieving common prosperity.However,for rural disabled people,the risk of returning to poverty remains high,and preventing them from returning to poverty is one of the key issues that the country needs to focus on under the rural revitalization strategy.Rural disabled people face many challenges due to their complexity and long-term nature,such as the "disability caused by illness" and "poverty caused by disability",which pose challenges to rural revitalization and poverty alleviation.Considering the significant regional differences and different development opportunities between the north and south,this study selects disabled people in rural areas of Northeast China as the research object to identify and prevent the risk factors of returning to poverty.Firstly,this study uses a literature research method to systematically analyze the social support theory,capability poverty theory,and positive welfare theory,and constructs a theoretical framework for the return to poverty of rural disabled people in China.The factors that determine the risk of returning to poverty include the lack of support systems,individual capability,and reliance on welfare.Secondly,based on the theoretical analysis,this study investigates the historical development,positive role,and influencing factors of poverty alleviation for rural disabled people in China,and finds factors that affect the risk of returning to poverty through historical research.Thirdly,based on theory and practice,this study analyzes the poverty characteristics and poverty alleviation experience of disabled people in rural areas of Northeast China,and selects a case study of P city in L province to obtain the causes,effectiveness,and experience of poverty alleviation for rural disabled people.Fourthly,using a questionnaire survey method,this study empirically analyzes the risk factors of returning to poverty for rural disabled people.Finally,based on the results of the risk factor identification,this study analyzes the root causes of the return to poverty of disabled people in rural areas of Northeast China and proposes a prevention path for them.Based on the above theoretical and empirical analysis,this study draws the following conclusions: Firstly,poverty alleviation for rural disabled people in China is a socialist welfare cause led by the Communist Party of China,which has gone through six stages of development and achieved world-renowned achievements,demonstrating the superiority of the socialist system.Secondly,poverty among disabled people in rural areas of Northeast China has the characteristics of a large poverty base and multiple causes.A sound social welfare,social assistance,social relief,and security system is the fundamental measure for poverty alleviation.Thirdly,the risk factors for the return to poverty among disabled people in rural areas of Northeast China are divided into six dimensions: agricultural production,social security,education,medical care,employment,and social interaction.The specific influencing factors include the proportion of engaging in agricultural production,sales of agricultural products,land transfer,differentiated demand for social security,accessibility of new cooperative medical care,willingness differences at different education stages,the proportion of girls not attending school,differences in medical service types,cost-sharing ratios,employment training coverage,employment support policies,self-isolation,and neighborly assistance.Based on the above research conclusions,this study summarizes the root causes of the return to poverty among disabled people in rural areas of Northeast China and proposes a prevention path for them.The root causes of the return to poverty include the lack of precision in poverty alleviation targets,scientific poverty alleviation indicators,targeted poverty alleviation projects,and integrated participation subjects in support systems,the lack of good health,education,advanced poverty alleviation skills,and normal employment opportunities in individual capabilities,and the lack of positive poverty alleviation mentality,sufficient financial security,and systematic supervision in welfare reliance.Secondly,based on the analysis of the root causes of returning to poverty,this study innovatively proposes specific prevention paths,including improving the systemization of poverty alleviation,achieving precision poverty alleviation management,improving the legal construction of disabled people,strengthening the information construction of disabled people,improving the targeting. |
