| In the stage of comprehensive rural revitalization,the problem of poverty return is still a serious problem,especially the risk of poverty return in concentrated contiguous special hardship areas.Therefore,identifying the risk of poverty return in concentrated contiguous special hardship areas,constructing a theoretical framework and method for measuring the risk of poverty return in concentrated contiguous special hardship areas,and proposing corresponding prevention and control countermeasures have become urgent problems to be solved under the rural revitalization.Therefore,this thesis selects the Wuling Mountain area,a typical area of concentrated contiguous special hardship areas,as the research object,and constructs a theoretical framework for analyzing the risk of returning to poverty in concentrated contiguous special hardship areas on the basis of field research and questionnaire survey,identifies risk factors through model calculation,and proposes prevention and control countermeasures accordingly.Specifically,this thesis first defines the concepts of poverty and anti-poverty,the risk of returning to poverty and concentrated contiguous special hardship areas,and introduces the application of viable capacity theory,anti-poverty theory with Chinese characteristics and sustainable development theory in this thesis.Secondly,this thesis uses the root theory to construct a two dimensional theoretical framework of the risk of returning to poverty in the concentrated contiguous special hardship areas of "individual farmers and village environment",and constructs an index system of 10 secondary indicators and 33 tertiary indicators of the risk of returning to poverty for poor households.Then,this thesis uses the entropy power method and hierarchical analysis method to calculate the weight value of poverty risk index system;and this thesis uses the entropy power method,hierarchical analysis method and barrier model to measure and rank the risk of poverty return;finally,on the basis of the risk of poverty return identification,this thesis proposes the prevention and control countermeasures for the risk of poverty return in Wuling Mountain area.The results of the study show that: first,in the individual farmer dimension,the impact degree of poverty return risk indicators are ranked as follows: economic conditions > human capital > feasible ability > social security > personal status.Among them,annual income per capita and debt in the economic condition risk,the number of workers and the proportion of labor force in the human capital risk,and financial support and skill training in the feasible ability risk are the main control factors that affect poverty return in the individual farmer dimension,and medical insurance and pension insurance in the social security risk are important factors that affect poverty return in the individual farmer dimension.Second,in the village environment dimension,the magnitude of influence in the risk of poverty return index is ranked: economic environment > policy environment > natural environment > infrastructure > cultural environment.Among them,arable land area in the natural environment risk,primary,secondary and tertiary industries in the economic environment risk,helping departments and helping ability in the policy environment risk,and educational facilities and medical facilities in the infrastructure risk are the main control factors affect poverty return in the village environment dimension,and local policies in the policy environment risk are important factors affecting poverty return in the individual farm household dimension.Based on the conclusion of the empirical analysis,this thesis proposes the countermeasures for preventing and controlling the risk of poverty return in concentrated contiguous special hardship areas in eight aspects,including release vitality factors,strengthen skills training,enhance medical protection,optimize industrial structure,play the role of government,and improve infrastructure,for both individual farmers and village environment dimensions. |
