Social risks have accompanied human society throughout its development and are an important real issue in the process of human society development.Since the new era,China has faced a "great historical transformation that has not occurred in a century,"with profound changes in the international situation,the party’s situation,and the national situation.China’s social development has entered the "high-risk period." China is a large agricultural country with a large rural population.Rural social stability is the basis of social stability in China.The Communist Party of China is the strong leadership core of China’s socialist cause and shoulders the historical mission of leading the whole nation to achieve the great rejuvenation of the Chinese nation.Effectively preventing and resolving rural social risks is an important task of governing the country for the Communist Party of China in the new era.Marxism is the theoretical source of governing the country for the Communist Party of China,and the theoretical results of the Chineseization and times-specific Marxism are the direct theoretical sources for the Party’s governing the country.The relevant discussions by the classic Marxist writers on social risks,as well as the social risk governance thought of the Communist Party of China,are the theoretical basis for the Party’s rural social risk governance in the new era.The social risk governance thought of Western classic sociologists and the risk governance thought contained in traditional Chinese governance thought can provide theoretical reference for the Party’s rural social risk governance in the new era.In addition to reviewing the existing dimensions of examination,this paper considers the nature and characteristics of the Party’s rural social risk governance and thus resolution centered on coordinating interests,rural livelihood risk governance centered on ensuring public services,and rural public health risk governance centered on prevention and control of major infectious diseases and new infectious diseases.In the new era under the leadership of the Communist Party of China,many effective governance mechanisms and methods have been formed.In terms of governance mechanisms,the Communist Party of China has formed a risk governance thought leadership mechanism guided by the overall national security concept,a dynamic,multi-dimensional,and normalized risk assessment mechanism,a"vertical to the bottom and horizontal to the edges" risk governance resource absorption and integration mechanism,a self-governance,rule of law,morality,and wisdom governance mechanism for risk prevention and resolution,and a risk governance mechanism that combines prevention and control,oversees the big picture,and coordinates various parties.In terms of governance methods,ideological and political education is an effective way for the Communist Party of China to lead the risk governance of rural society,information technology is a modern means for the Communist Party of China to prevent and resolve rural social risks,and organizational platforms are an important carrier for the Communist Party of China to improve the effectiveness of rural social risk governance.Since the new era,under the leadership of the Communist Party of China,our country’s rural social risk governance has achieved remarkable results and accumulated many successful experiences.From the macroscopic achievements,under the leadership of the Communist Party of China,our country’s rural grassroots power has been stable for a long time,the legitimate interests of rural villagers have been safeguarded,and rural people’d livelihoods have been further improved.From the specific achievements,under the leadership of the Communist Party of China,China has solved the historical problem of absolute poverty,effectively curbed the trend of corruption at the grassroots level,and formed a rural political ecology of "clean and honest villages."
