| With the continuous iteration of network technology,the network has gradually evolved from the "information acquisition tool" at the beginning of its birth into a virtual field that is relative to the real physical space – “cyberspace”.Driven by increasingly mature technology,cyberspace and the real world have deeply integrated,resulting in a series of intertwined new problems,which has spawned the need for global cyberspace governance.Governments,the private sector and civil society have begun to develop and implement common principles,guidelines,rules,decisionmaking procedures and programmes to regulate the development and use of the Internet,in accordance with their respective roles,in order to maintain peace and stability in cyberspace and promote the development of information and communication technologies for the benefit of all.In this process,various actors in the international community are actively shaping and influencing different forms of governance norms to realize their different power,interests or value demands,which makes normative competition an important phenomenon in the process of global cyberspace governance.The norms of “Internet freedom”based on the views of free public domain,free technology and free politics and the norms of “Internet sovereignty” based on the theory of reasonable jurisdiction of national sovereignty in cyberspace,equal participation and mutual recognition have become two distinct banners of competition.Supporters of “Internet freedom”norms regard cyberspace as an opportunity for development and an emerging transnational space.They believe that global cyberspace governance should be based on voluntary participation and multistakeholder mode,so as to ensure the sharing of cyberspace resources,the openness of governance and the neutrality of network technology,and oppose the monopoly or destruction of the development of cyberspace by coercive power.In practice,on the one hand,the “Internet freedom” norm supports the technical organizations and platforms in the early development of the Internet to play an important role in the global cyberspace governance process,and the relevant technical systems and rules have been deeply applied.On the other hand,under the deliberate use of the United States and other Western countries,the “Internet freedom” norm has gradually deviated from its essential conceptual basis.Retreating into a narrow political ideological space,it has become a political tool used by the US hegemony to exert“external pressure”.However,supporters of “cyber sovereignty” norms regard cyberspace as an extension of the real space,pay more attention to the threats brought by cyberspace,and believe that it should be managed by intergovernmental bodies,and adhere to the principles of internal and external unity,rights and obligations unity,and reality and virtual unity on the basis of recognizing national sovereignty,so as to protect national interests and avoid external encroachment.In practice,the norms of “cyber sovereignty” on the one hand start from domestic law and international law,so that governments can decide domestic policies without external intervention and restrictions and sign international agreements on relevant governance on the basis of sovereign equality.On the other hand,in the face of the situation of unbalanced development,imperfect rules and unstable order in cyberspace,The norm of “cyber sovereignty” has gradually shown its key role in maintaining the order of cyberspace.Through observation and analysis at the issue level,organization level,interest level and action level,it can be found that the normative competition not only causes the nested dilemma,but also produces optimization effect on the other side.The global cyberspace governance gradually deepends its understanding and understanding of the new field of cyberspace in the normative competition between the two.The concept of governance has gone beyond the binary opposition of“Internet freedom” and “Internet sovereignty”,and has begun to carry out the process of value reconstruction with new logic and cognition,making the global cyberspace governance tend to be stable and orderly. |
