| With the development of information technology,the integration of cyberspace and real space has been gradually strengthened,exerting profound influence on the politics,economy and culture of the real world,and even directly or indirectly affecting national sovereignty.Due to historical reasons of the development of the Internet,the United States has an absolute advantage in controlling and mastering key resources of the Internet,and has extended its hegemony to cyberspace.The sovereign rights and interests of some countries have been violated..It is imperative to establish a fair and reasonable international order in cyberspace.The application of the principle of sovereignty in cyberspace has become the focus of international governance in cyberspace in recent years.Although the international community has reached a certain degree of consensus on the applicability of the principle of sovereignty to cyberspace,no effective international rules of cyberspace have been formed,and many problems remain unresolved.China,the European Union and Russia are the countries and regions with strong cyber strength in the world and most affected by cyber space in various aspects.Under the pressure of reality,they have carried out relevant practices to safeguard cyber sovereignty.This paper made a comparative study of the practice process and view of cyber sovereignty in China,EU and Russia.First of all,the paper briefly described the process of the concept of sovereignty in cyberspace gradually gaining attention in the development of the ideological trend of Internet governance.Under this background,China,the European Union and Russia have developed the practice and interpretation of cyber sovereignty,forming three different paths and styles.Next,by sorting out the practice process of cyber sovereignty in China,EU and Russia,the paper made a comparison of background reasons and specific practical measures,and on this basis,summarized the differences of cyber sovereignty in China,Europe and Russia and analyzed the causes.Finally,the paper analyzed the existing consensus basis in the practice of cyber sovereignty among China,EU and Russia,and prospected the future development direction of sovereignty in cyberspace.The study found that that China,EU and Russia have different views on whether they clearly agree that cyber sovereignty is the natural extension of national sovereignty in cyberspace,the emphasis on cyber security and development,and what international rules should be constructed based on cyber sovereignty.These differences are mainly caused by countries’ historical development stages,cultural concepts and different realities,and will not be resolved in a short period of time.But China,EU and Russia have broad consensus on safeguarding cyber security,promoting the development of digital economy and concrete practices.Due to the reality that differences in national conditions and values between different countries are difficult to change in a short time,it may be difficult for the EU to fully elevate cyber sovereignty to the height of national sovereignty,but it may take the lead in reaching international consensus on such specific rights and interests as data sovereignty.Cyber sovereignty is not the end of international governance in cyberspace,but a means to achieve it.Jointly building a community of shared future in cyberspace is the ultimate destination of cyber sovereignty. |
