Research On Cyber Sovereignty From The Perspective Of The Power Politics

The invention of the Internet greatly expands human living space to the virtual space.Cyberspace is becoming the important part of the national security with the growing dependence,such as the country's political,economic,or cultural interest.Cyber hacking,cyber transnational crimes and other activities are rampant,these phenomena bring many challenges for cyberspace's governance.President Xi stressed: cyberspace is a common space of human's activities,States should work together to build a common destiny in cyberspace.And in 2015,President Xi stressed in the Second World Internet Conference: to promote global Internet Governance System change,every country should insist on mutual respect for the cyber sovereignty,safeguard peace and security,promote open cooperation and build good order.Simply put,the cyber sovereignty is the extension and expansion of state sovereignty in cyber,the states either independently develop,manage their affairs in cyberspace,they can prevent the cyberspace from external intrusion or attack.Simply put,the network is a sovereign state sovereignty in cyberspace extension and expansion,the state either independently develop,manage their affairs in cyberspace,they can prevent their network from external intrusion or attack.As totally a new synthetic virtual space,cyberspace has the embodiment of construction of human wisdom,ideas and culture,but also contains the realistic need of international political game.At the same time,a variety of cyberspace actors to make the cyberspace's distribution of power more complex,the level of technological development and the amount of resources determines the position of different countries in cyberspace Power Game.Therefore,Realist Constructivism theory that should be stressed on the social construction of the power applies to the analysis of cyberspace problem perfectly.In cyberspace,cyber sovereignty has its theoretical,realistic and legal basis from national sovereignty itself,the state can effectively configure the technology and resources with the applying of cyber sovereignty to cyberspace's governance.Realistic Constructivism divided the political power into four types according to the relations of actors and the power mode of action.Starting from the theory of sovereignty itself,sovereignty reflects both non-quantifiable sovereign will,authority,also specific descriptions,transferable,and divisible sovereign power,right.The paper points four forms of power that sovereignty authority contains: compulsory,institutional,structural and productive power.Secondly,this article analyzes the concept and connotation for every form of power,and verified by the network case.For China,the claim and exercise of cyber sovereignty is facing some challenges,such as huge threat to cyber security,lack of regulatory system,imbalance of development and lack of shared ideas.This paper puts forward the countermeasures and suggestions to strengthen cyber technology research,promote cyberspace legislation,deepen cyberspace cooperation and encourage the development of dialogue platform.
