In the 21 st century,mankind entered the information society.The prosperity and development of the Internet profoundly changed the world structure,providing a new field for the international community to distribute power and benefits.Since the rise of modern nation-state,sovereignty theory has repeatedly changed,its extension along with the human ability to explore the space,from land to sea,sky,outer space,but national sovereignty gradually weakened.Although cyberspace,as the virtual field,has no physical boundaries,it provide a new platform for human activities to affect real life.More and more people present their identity,behavior,property and interests in the cyberspace,also,more and more financial payments and international trade carry out through the network platform to,which also cause many challenges for national management and information security.In order to safeguard the national core interests and hold the political and economic and cultural security of the cyberspace position,it is necessary to end the disorderly growth of cyberspace by means of the state management power.This paper discusses the necessity of the establishment of Cyber Sovereignty from strengthening the state' existence in the cyberspace,maintaining network security and participating in international cyberspace governance.For the interior,the establishment of Cyber Sovereignty allows the nation to arrange public power in all directions to strengthen the country.For example,state shall provide network management laws and regulations by legislation,introduce the relevant Internet policies and design-related administrative measures,by administrative means and expand the jurisdiction.For the outside,due to the fact that the network technology is not equal,the establishment of Cyber Sovereignty ensure the country to uphold the principle of sovereign equality in international cooperation,against cyberspace hegemonism and colonialism.This paper discusses whether the Cyber Sovereignty can exist in the cyberspace.Cyberspace is clearly not outside the law,it is still subject to the rulers of the order and national sovereignty in cyberspace has a substantial realistic basis and legal basis.In the jurisprudence,firstly the era of globalization did not make the concept of national and sovereign dilution;secondly Cyber Sovereignty followed by the space logic of sovereignty's development;finally the cyberspace infrastructure,users and business service providers subject to territorial and personal jurisdiction.In the practical practice,firstly cyberspace can also be zoned and governance through the technical means;secondly with the social attributes netizen can not be divorced from the the control of the real social power.Finally,the principle of Cyber Sovereignty has been increasingly international consensus,and many countries' internal legislative practice and international cooperation practice consolidate the basis of Cyber Sovereignty for the Internet governance system.Finally,this paper argues that the establishment of Cyber Sovereignty can not be implemented overnight,but also need other external conditions.With the development of Internet technology and macro situation,sovereign countries,civil society and the international community interact more frequently on network issues.At present,Cyber Sovereignty mainly depends on three external conditions.One is the ability of the state to maintain Cyber sovereignty,the other is the civil society' conception about sovereignty and degree of self-limiting freedom.The third is the international community reach a consensus.I believe that after long-term practice at home and abroad,the principle of Cyber Sovereignty will become one of the basic principles of the International Internet Governance.
