Study On Rural Governance Of Zhaojue County In Liangshan Yi Autonomous Prefecture

Strengthening rural governance in ethnic minority areas can not only promote the harmonious development of ethnic minority areas,but also maintain the unity and stability of the area.Zhaojue County of Liangshan Yi Autonomous Prefecture is a typical minority area in China.The development of this area has been lagging behind.Until the end of 2020,it won the battle of poverty alleviation,bid farewell to the state of deep poverty,and opened a new era of Rural Revitalization.To achieve the effective connection between poverty alleviation and rural revitalization,effective rural governance is an important guarantee.Since the democratic reform in 1956,Zhaojue County has leaped from a slave society to a socialist society,realizing that the people are masters of the country.After the reform and opening up and the construction of new countryside,the construction of rural autonomy,rule of virtue and rule of law in Zhaojue County has made great progress,promoted the rapid development of regional economy,and improved people’s living standards.The rural governance of Zhaojue County and the regional social economy and culture complement each other and develop together.Therefore,taking the rural governance of Zhaojue County in Liangshan Yi Autonomous Prefecture as a study has certain reference significance for the development of other ethnic poor areas.By using the methods of literature review and field research,this study finds that with the support of Party committees and governments at all levels,Zhaojue County actively gives full play to the advantages of poverty alleviation cadres in villages to enhance the governance ability of grass-roots government;By strengthening the work guidance of the two committees,the autonomy ability of the two committees has been improved;Based on the strong reality of regional national culture,the integration of national traditional culture and rural governance has become an important force of rural governance in the new era;Carrying out the pilot work of the package plan for rural construction under the rule of law has enhanced the construction of the rule of law.But at the same time,we also see the problems in the process of development.Due to the insufficient development and coordination of villagers’ autonomy,the negative impact of traditional ethnic culture and the inadequate construction of the rule of law,the construction of villagers’ autonomy is weak,the integration of poverty alleviation cadres in villages is not enough,and the transformation of traditional ethnic culture is not smooth.Based on the background of rural revitalization,according to the deployment requirements of Rural Revitalization Strategy,and then according to the governance theory and multi collaborative governance theory,this paper proposes three improvements: first,enhance the governance ability of the two committees of the village and enhance the villagers’ awareness of self-government to strengthen the construction of self-government;Second,strengthen the construction of the legal team and enhance the villagers’ awareness of the rule of law to strengthen the construction of the rule of law;Thirdly,we should optimize the integration of national traditional culture and governance,constantly improve village rules and regulations,and carry out in-depth activities of changing customs to strengthen the construction of Moral Governance,so as to promote the modernization of rural governance system and rural governance capacity,stabilize the achievements of poverty alleviation,realize the effective connection with rural revitalization,and contribute to national unity and common prosperity.The main body of the paper is divided into five parts.The first part reviews and combs the existing research results of rural governance in minority areas,deep poverty areas and Liangshan Yi areas at home and abroad,defines the concept of rural governance and deep poverty,and expounds the governance concept and multi collaborative governance theory.The second part introduces and analyzes the process of rural governance in Zhaojue County Based on the official data and research materials.The third part introduces the current situation of rural governance in Zhaojue County by expounding the natural geographical environment,ethnic cultural environment and economic development of Zhaojue County,combing the main body and governance mode of rural governance in Zhaojue County.The fourth part analyzes the problems and reasons of rural governance in Zhaojue County.The fifth part puts forward suggestions to improve the rural governance construction of Zhaojue County.
