Research On Urban Community Residents’ Autonomous Decision-making From The Perspective Of Collaborative Governance

In recent years,with the acceleration of urbanization in China,the questions of urban social governance are increasingly prominent.Community is the basic organizational unit of a city,and residents are the main body of community governance.Residents’ autonomy is an important content of community governance.Residents’ autonomous decison-making is at the core of community governance.The collaborative governance between government,community neighborhood committees,and other organizations and community residents should be based on residents’ autonomous decision-making.Therefore,studying the issue of residents’ autonomous decision-making from the perspective of residents has both important theoretical significance and strong practical significance.This study focuses on the autonomous decision-making of residents in public affairs related to community public interests,follows the thought of “asking questions-analyzing the connotation-identifying and validating the influencing factors-exploring the mechanism of collaborative governance-concluding suggestions”,and uses qualitative and quantitative research methods such as Grounded theory and structural equation,introduces multi-agent modeling in the field of system engineering into the study of community residents’ autonomous decision-making,so as to build an “artificial society”.This study conducts the following research on the autonomous decision-making of urban community residents from the perspective of collaborative governance:(1)The influencing factors of urban community residents’ autonomous decision-making.This study starts from the perspective of individual residents,uses the grounded method to study the behavioral influencing factors of residents’ participation in autonomous decision-making,and uses structural equations to systematically describe and verify the relationship between these influencing factors,constructing internal rules for residents’ autonomous decision-making;(2)Dynamic simulation of urban residents’ autonomous decision-making.This study starts from the perspective of collaborative governance among residents,neighborhood committees,and the government,and takes the influencing factors and their functional relationships of residents’ autonomous decision-making determined in the previous research as the starting point.It uses a multi-agent simulation platform to construct an "artificial society" to simulate the process of community residents’ autonomous decision-making,study the mechanism of residents’ autonomous decision-making,and explore ways and methods to promote residents’ autonomous decision-making;(3)Countermeasures and suggestions.Based on theoretical analysis,empirical research,and dynamic simulation results,this study proposes countermeasures and suggestions on how to effectively promote the autonomous decision-making of urban community residents in China.This study show that the influencing factors of urban community residents’ autonomous decision-making include values,reasons for support,reasons for opposition,all-round motivation,and intention.Among them,the community values composed of individual community responsibility and community belonging,play an important role in these factors.Through the mediating and direct effects of reasons for supporting consensus decision-making and reasons for opposing consensus decision-making,they have an impact on the comprehensive motivation composed of attitude,perceptual behavior control,and subjective norms.The comprehensive motivation and reasons for supporting and opposing together have an impact on the intention to reach consensus decision-making,Decision intention directly affects decision-making behavior.Moreover,through dynamic simulation of the decision-making process of residents’ autonomy,this study further found that from the perspective of collaborative governance among multiple entities such as the government,neighborhood committees,and residents,the government and neighborhood committees can effectively promote residents’ autonomous decision-making by influencing residents’ values through external effects.That is,the earlier and stronger the external effects,the more conducive it is to guiding the early formation of community residents’ autonomous decision-making.Therefore,this study proposes that in Community Governance,we can strengthen social capital,pay attention to external guidance and strengthen the choice of external action modes by building a positive social network in the community,so as to promote the effective development of residents’ autonomous decision-making and improve the level of urban community residents’ autonomous decision-making in the perspective of collaborative governance.The innovative achievements of this study are mainly reflected in the following four aspects.(1)From a research perspective,this article explores the process of residents’ autonomous decision-making.This study introduces the concept of collaborative governance and comprehensively applies theories and methods from multiple disciplines to study the process of urban community residents’ autonomous decision-making;(2)In terms of research content,this study systematically explores the internal logic and external influencing factors of residents’ autonomous decision-making.This study applies Grounded theory to analyze the influencing factors of consensus reached by residents’ autonomous decision-making,and determines its internal logical framework according to behavioral reasoning theory,puts forward corresponding assumptions,uses structural equation model for empirical analysis,and excavates the internal logic of consensus reached by residents’ autonomous decision-making;In terms of research methods,(3)This study innovatively applies behavioral reasoning theory to the study of community residents’ autonomous decision-making process in the context of Chinese culture,and finds that this theory is applicable to such studies.However,in the context of Chinese culture,the role of objection is mainly demonstrated through the mediating effect of omnidirectional motivation,(4)This study attempts to propose a dynamic simulation method for urban community residents’ autonomy from the perspective of collaborative governance.Integrating the research results on the internal mechanism of consensus reached in the decision-making process of residents’ autonomy with innovative diffusion theory,taking into account external forces,we constructed an evolution system of residents’ autonomy models,including individual residents,interpersonal influence between residents,as well as the joint influence of external forces such as government and community neighborhood committees.We also conducted calculations based on relevant cases and proposed countermeasures and suggestions.The theoretical significance of this study lies in the quantitative analysis of residents’ autonomous decision-making behavior based on qualitative research by means of management science,which expands the research field of management science,enriches and improves the decision analysis method of residents’ autonomy,and the relevant conclusions also expand the connotation of “collaborative governance”.The practical significance of this study is that,in view of the weakness of residents’ autonomous decision-making in current Community Governance,the application of quantitative research methods in management science can more accurately find the crux of the problem,more effectively propose solutions,promote Community Governance,and also help government departments better clarify the boundaries of residents’ autonomous decision-making,and strengthen the construction of socialist grass-roots democracy.There are 34 figures,53 tables and 183 references.
