Analysis Of American War Decision-making Process From The Perspective Of System Theory

Based on system theory,this paper applies the method of system analysis to the war decision-making process in the United States as a system.In the American government decision making system,it is further divided into information subsystem,consultation subsystem,central subsystem and social subsystem.As an independent subsystem,its internal operation has its own way.Each subsystem will have a process of input,feedback,adjustment and output of the received information.Because of the different system levels,there is a difference of interest value among the systems,so the whole system is interactive game.Taking the Iraq war as an example,this paper analyzes the decision-making process of the government war in the United States,draws some regular characteristics of the war decision,and compares the internal composition and external intervention conditions of the two governments of George W.Bush and Trump.The new US Trump administration is facing the same decision as the Iraq war in the face of North Korea,which is "failed state" and continues to carry out a continuous nuclear test.The first chapter is the introduction part of the article.It mainly introduces the background,significance,history and current situation,textual thinking and structure and research methods.The second chapter is the theoretical part of the system theory.This paper is to observe American War functional decision-making system from the perspective of system science,so as a theoretical basis,the theoretical basis and principles,structure and function,interaction and coordination process of the system are introduced in detail.The third chapter is the relevant institutional and influencing variables of the US government's war policy making.The third chapter is the relevant institutional and influencing variables of the US government's war policy making.Structure decides function.By analyzing the decision making structure of the US government,the subsystem is separated from the large scale system,and the characteristics of the elements are analyzed,and the overall efficiency is also analyzed.Information,consulting,central and social systems are discussed,and the whole role of the system is clarified.The fourth chapter mainly adopts the method of case analysis to analyze a series of process analysis on the Iraq war from the plan,the domestic factions and the United Nations support.Through the actual case,it analyzes how the subsystems of the war decision are interactive game and how the coordination benefits are consistent,and how the interference variables play the role of the system.The fifth chapter is the conclusion,mainly through the review of the overall situation of the article,and draw the general rule of American War decision.First,the trend of American information system politicization is more and more obvious.Second,whether the president's political ideas with his foreign policy team members directly affect the decision-making of war.Third.In the war power contention,according to the "bill of War Power Resolution act",the nominally Congress has the right to declare war,but it can not change the initiative of the president to control the war situation.Fourth,in the social subsystem,it provides political legitimacy and public opinion basis for war decision-making.Many scholars believe that the peninsula war has reached an immediate state:if the United States chooses to use force to solve the Korean nuclear issue when diplomatic contacts and negotiations fail,whether the Trump administration's preparations for the war and the mass base are sufficient to support their determination to safeguard the "American priority" strategy and to attack any "asymmetric nuclear deterrent force"that threatens the United States.A careful analysis of the relationship between the structure of the Trump administration and the political structure among different departments is of great help to the more precise analysis of the possibility of war.
