The report of the 20 th National Congress of the Communist Party of China clearly emphasized: “We will boost public participation in crime prevention and control and create an atmosphere that honors individuals who rise to the occasion during emergencies.This will foster a community of social governance in which everyone fulfills their responsibilities and shares in the benefits.” Mass prevention and governance is an effective way of social security governance with distinct Chinese characteristics.If illegal events and crimes are regarded as the chronic diseases harming the social body,then mobilizing and leveraging the strength of mass prevention and governance can play a more effective role in consolidating the foundation and strengthening the immune capacity of the social body than simply relying on the public agencies to punish forcefully.Following the social security governance path of “combining attack and prevention,comprehensive prevention and control,combining professional and mass efforts,mass prevention and governance”,Following the social security governance path of "combining prevention and control,comprehensive prevention and control,combining professionals with the masses,and mass prevention and mass management," China has witnessed numerous vivid cases of public participation in grassroots social security governance.Among them,the "Chaoyang residents," who actively participate in preventing and combating illegal activities and maintaining peace and stability at the grassroots level,have emerged from practices across the country as a well-known example of public involvement in mass prevention and control.When inspecting Beijing in 2017,Xi Jinping mentioned,"Beijing has its good traditions,such as ’Chaoyang residents’ and ’Xicheng aunts.’ Where there are more red armbands,there is more safety and more peace of mind." The extensive participation of Chaoyang District residents prompted this reflection: How does Chaoyang District implement mobilization? Why is its mobilization method able to stimulate residents’ willingness to participate? What role does the mobilization process play? Can Chaoyang District’s mobilization model be emulated?To answer the above questions,this article proposes an "interaction-willingness" analytical framework based on governance theory,social mobilization theory,and interaction ritual chain theory.Guided by this framework,the article employs qualitative and quantitative research methods such as grounded theory analysis,empirical analysis,case study analysis,and simulation methods.The discussion follows the logical sequence of "refinement and induction of the mobilization model → operational mechanism → working mechanism → effect." By using the mobilization model as a window,the article aims to delve into the real picture of resident mobilization for mass prevention and control in Chaoyang District,revealing the operational logic of the resident mobilization system from a comprehensive and dynamic perspective.This approach seeks to provide theoretical resources for further enhancing grassroots social security governance capabilities and building a safer China.Firstly,this paper examines two aspects: the expected positioning of grassroots mass prevention and control mobilization,and the practice of resident mobilization in Chaoyang District.This delineates the policy and action boundaries for formalizing the resident mobilization process in Chaoyang District’s mass prevention and control.On this basis,using the grounded theory research method,and following the standard procedures of data analysis,coding,and model refinement,the study identifies eight main categories: interaction scenarios set by community party organizations,the presence and actions of community police officers,the dissemination of the "Chaoyang Residents" brand,community sense of belonging,policeresident closeness,brand identity,emotional energy,and sense of responsibility.This results in the framework of Chaoyang District’s "emotional commitment arousal" resident mobilization model,comprising three pathways: "community party organization-driven," "community police-driven," and "’Chaoyang Residents’ brand dissemination-driven."Secondly,this paper analyzes the operational mechanisms of Chaoyang District’s mass prevention and control resident mobilization model.The community party organization aims to build a cohesive community,creating "group solidarity" within the community through interaction scenarios,leading residents to perceive the community as "home" and motivating them to take actions to maintain community safety.Community police officers foster a harmonious police-community relationship through their "physical presence" and "actions" in the community space,directly mobilizing residents by leveraging emotional ties between the police and residents.The enhanced reputation and influence of the "Chaoyang Residents" group image stimulate social identity awareness,reinforce behavioral consistency,and encourage actions that align with the identity norms and values of the "Chaoyang Residents."Thirdly,using empirical analysis methods,this paper elucidates the working mechanism of Chaoyang District’s mass prevention and control resident mobilization model.By constructing parallel triple-mediation structural equation models for each driving pathway,it is found that:community cohesion positively influences residents’ willingness to participate in mass prevention and control through a sense of community belonging,emotional energy,and sense of responsibility;police-community relations positively influence residents’ willingness to participate through police-resident closeness,emotional energy,and sense of responsibility;the reputation of the "Chaoyang Residents" brand positively influences residents’ willingness to participate through brand identity,emotional energy,and sense of responsibility,validating the effectiveness of Chaoyang District’s resident mobilization model.Subsequently,this paper analyzes the impact of Chaoyang District’s mass prevention and control resident mobilization model.The analysis covers three aspects: the overall situation of residents’ willingness to participate,the psychological basis of residents’ willingness to participate,and the benefits to various stakeholders under high resident participation.Overall,the levels of resident participation in community safety maintenance,safety advice,neighborly assistance,safety promotion actions,volunteer team involvement,and information provision are high.From the perspective of the psychological basis of resident participation,some residents are willing to participate due to their independent recognition of the community,community police,and the "Chaoyang Residents" brand,while others are motivated by emotional identification with different combinations of the community,police,and brand,demonstrating both the independent effects and integration of the three pathways of Chaoyang District’s mobilization model.In terms of benefits,compared to traditional economic subsidy mobilization models,the high willingness of residents to participate significantly enhances the benefits for both public and resident stakeholders through collaborative governance.Finally,this paper discusses the replicability of Chaoyang District’s mass prevention and control resident mobilization model and offers policy recommendations.The aim is to promote the Chaoyang District mobilization model,optimize urban grassroots mass prevention and control mobilization efforts in China,enhance the depth and effectiveness of resident participation,and provide references for improving grassroots safety construction in China.
