Since the reform and opening up,China has gradually integrated into the international industrial division system,gradually becoming the largest manufacturing country and the largest exporter of industrial manufactured goods around the world.As a fundamental and strategic industry,manufacturing industry has created huge economic dividends and strongly supported the rapid growth of China’s economy.China’s manufacturing industry has already possessed a solid foundation for achieving high-quality development,but in the process of transforming from a manufacturing huge country to a manufacturing powerful country,there are still practical issues such as urgent changes in development models,weak independent innovation capabilities,and challenges to the safety of the industrial and supply chains.In order to promote the high-quality development of China’s manufacturing industry and achieve quality,efficiency,and power changes in the manufacturing industry,it is urgent to explore the power mechanisms and paths to enhance innovation capabilities,improve total factor productivity,consolidate the fundamental position of the manufacturing industry,and enhance the resilience of the industrial chain.The report of the 20th National Congress of the Communist Party of China emphasizes that "if talents thrive,the country will thrive,and if talents are strong,the country will be stronger".We should "adhere to the principle that talents are the first resource".In the era of knowledge economy,new elements such as talents have become the source of innovation and development.Talent driving is the key driving mechanism for economic development.Building a dynamic,empowering,and driven talent element system is an important breakthrough for achieving high-quality development of the manufacturing industry.The dynamic characteristics of the talent element system are reflected in the evolution of the talent element system composed of talent spatial agglomeration,skill structure upgrading,and industry configuration optimization;The characteristics of empowerment are reflected in the environmental support and resource guarantee effects of regional structural capital and relational capital on the development of talent elements;The driving characteristics are reflected in the policy driving and institutional traction effects of the talent policy system on the migration and allocation of talent elements.Based on this,this article starts from the three dimensions of talent factor evolution,regional intellectual capital empowerment,and talent policy drive,starting with mechanisms such as technological innovation,factor spatial flowing,and factor industry mismatching,and focusing on the two core issues of "how to achieve quality,efficiency,and power transformation in the manufacturing industry" and "how to more effectively construct a talent factor system to promote high-quality development in the manufacturing industry".Research and explore the internal mechanism of talent factor system driving high-quality development of manufacturing industry from the following three aspects:Firstly,focusing on the relationship between the basic characteristics of the evolution of talent factors and the improvement of manufacturing industry resilience,this paper theoretically analyzes and empirically tests the mechanism and path of spatial agglomeration,structural upgrading,and configuration optimization of talent factors on the improvement of manufacturing industry resilience.Based,on the data of cities at or above the prefecture level in China from 2001 to 2020,the GARCH method is used to estimate the internal and external macroeconomic uncertainties in China,and an improved sensitivity coefficient method is used to evaluate and analyze the level of manufacturing industry resilience.On this basis,fixed effect models and systematic GMM models are used to test theoretical analysis assumptions,and spatial SDM models are used to examine the spatial spillover effects.The research results show that both urban talent factor agglomeration and structural upgrading can promote manufacturing industry resilience;The industrial allocation of urban talent factors has an inverted U-shaped relationship with the resilience of manufacturing industry.An increase in the proportion of manufacturing talent factors can increase the abundance of industry factors,thereby enhancing the resilience of the manufacturing industry;When the proportion exceeds the threshold,there will be element redundancy and mismatch,which is not conducive to improving the resilience of the manufacturing industry.The scale and quality of digital innovation play a significant mediating role in this impact process;According to the direction of digital innovation,there is a "service oriented" trend in enterprise positioning and talent selection.At the same time,the impact of talent factor allocation on digital innovation and manufacturing industry resilience has a strong spatial spillover effect.Secondly,focusing on the empowering effect of regional intellectual capital on talent factors,this paper measures the development level of regional intellectual capital in various provinces and analyzes its spatiotemporal differences and development trends.Through theoretical and empirical analysis,it examines the mechanism of regional intellectual capital and its constituent elements on manufacturing TFP.The main research results show that regional intellectual capital can have an enabling effect on talent factors,and promote the improvement of TFP in the manufacturing industry through two paths:causing technological progress changes and improving allocation efficiency.It has a positive promoting effect on independent innovation and technology introduction,and can effectively reduce the degree of distortion in the allocation of factor markets.There is regional heterogeneity in this impact,with a possible "saturation effect" in the eastern region where intellectual factors are relatively dense,and a "shortage effect" in the western region;At the same time,the promotion effect of the southern region is more obvious than that of the northern region,providing a possible explanation for the phenomenon of "North-South Differentiation" in China’s regional economic development.Finally,the relationship between talent policy and high-quality development of manufacturing industry is studied from two aspects:direct talent introduction policy and indirect restrictive housing policy.In terms of direct talent policies,in-depth analysis was conducted of the path and mechanism of direct talent introduction policies on the migration of labor and talent factors,innovation output,and high-quality development of the manufacturing industry.The difference in difference(DID)method was used to explore the differential effect and intermediary mechanism of talent introduction policies in various cities.The results show that the talent introduction policies in various cities have formed "population dividend" and "talent dividend" respectively by expanding the scale of labor force and attracting the inflow of highly skilled talent elements.Meanwhile,by optimizing the industry matching and skill matching of talent elements,they have formed a relatively significant innovation effect and economic upgrading effect on the development of urban manufacturing industry.Of course,this effect is heterogeneous depending on policy intensity,individual characteristics,urban characteristics,or industry characteristics.In terms of indirect talent policies,it focuses on analyzing the multiple paths of the impact of restrictive housing policies on urban housing prices and the flow of talent factors.On the basis of theoretical analysis,using the two rounds of restrictive housing policies introduced in various cities around 2010 and 2017 as quasi natural experiments,it uses the PSM-DID method to evaluate the innovative effects of restrictive housing policies,and test the intermediary mechanism of factor allocation and the "siphon effect" of policy space.The results show that the two rounds of restrictive housing policies can promote the high-quality development of urban manufacturing industry by alleviating the "crowding effect" of factors between industries and promoting the spatial flow of factors among cities.This effect also produces policy differences due to the existence of "signal effect","deterrent effect",and "superimposed effect".Constraints such as registered residence registration restrictions and sales restriction cycles in different cities will also produce regional differences in policy effects.The main contributions of this thesis are as follows:Firstly,it enriches and expands the theoretical connotation of high-quality development in manufacturing industry.This article introduces manufacturing industry resilience and safety as one of the important dimensions to measure the high-quality development of the manufacturing industry,constructs a high-quality development driving system based on the three major reforms of "Quality,Efficiency,and Power",and divides the high-quality development of the manufacturing industry into three connotations:manufacturing industry resilience,manufacturing total factor productivity,and manufacturing innovation development.This is a useful supplement to the theory of high-quality development in the manufacturing industry.Secondly,build a dynamic talent element system and explore the driving mechanism and critical path for high-quality development of the manufacturing industry.In order to more comprehensively and systematically sort out the talent element driving mechanism for the high-quality development of China’s manufacturing industry,a multi-level talent element system framework of"Drive-Empowerment-Evolution" has been established.The system is based on talent resources as the core element,driven by talent policies,deepened by the empowerment of regional intellectual capital,and driven by the evolution direction of spatial agglomeration,structural upgrading,and configuration optimization of talent elements.It cooperatively drives the "Three Major Changes" in the manufacturing industry.Thirdly,it is necessary to sort out and construct the talent policy system,and explore and test the mechanisms and paths that affect the high-quality development of the manufacturing industry.This article analyzes the traction and driving effects of multi type talent policies on the migration of regional talent factors,improvement of innovation ability,and high-quality development of manufacturing industry.The existing research on the impact of industrial talent policies on the development of the manufacturing industry is mostly descriptive case studies,while few studies can effectively sort out talent policies and accurately evaluate their effects.According to the division of direct and indirect talent policies,this article studies the signaling mechanisms,resource mismatches,factor flows,innovation efficiency,and other mechanisms and paths in the process of talent introduction policies and housing regulation policies driving the enhancement of manufacturing innovation capabilities.It reveals the limitations of the "zero sum game" of talent policies,and empirically tests the differential promotion effect of talent policies on the transformation,upgrading,and innovative development of the manufacturing industry.
