The report of the 19 th National Congress of the Communist Party of China made a major judgment on China’s economic development: "China’s economy has changed from a stage of high-speed growth to a stage of high-quality development".The fourteenth five year plan points out that to promote high-quality development,we must base ourselves on the new development stage,implement the principle of respecting labor,knowledge,talents and creation,cultivate,introduce and make good use of talents in an all-round way,give full play to the role of talents as the first resource,implement a more open talent policy,and build a highland for scientific research and innovation that gathers excellent talents at home and abroad.However,how to use the talent policy as a tool to organically combine human capital with the requirements of high-quality economic development,and transform the potential of talents into an important driving force to promote local economic and social development,has become an important problem faced by local governments.Since the "Beijing Tianjin Hebei coordinated development planning outline" was issued,promoting the coordinated development of Beijing Tianjin Hebei has become a major national strategy.As an important part of the coordinated development of Beijing Tianjin Hebei,Tianjin is facing both opportunities and challenges.In order to accelerate the talent gathering,drive the industry gathering and boost the high-quality development of Tianjin economy,it is particularly important to build a systematic talent policy system.A strong talent policy system can solve the problem of insufficient power of economic development from the source,so as to create a new support point for economic development.Firstly,through literature analysis,this paper combs the relevant literature and data on the connotation,content,system and evaluation methods of talent policy,and summarizes the current research status and shortcomings of talent policy system;On the basis of literature analysis,according to the connotation and characteristics of high-quality economic development,combined with the fourteenth five year plan,this paper puts forward the new requirements of the current high-quality economic development for talent policy.Secondly,combined with the previous studies and the new requirements of high-quality economic development for talent policy,57 three-level indicators are selected from the six dimensions of talent development planning,talent introduction,talent training,talent evaluation,talent flow and talent incentive,and a talent policy system suitable for high-quality economic development is preliminarily constructed,22 low importance indicators are eliminated,and finally 35 indicators are obtained,so as to build a talent policy system to adapt to the high-quality development of regional economy.In view of the complexity,particularity and systematicness of the talent policy system,this paper selects the structural rationality and fit as the evaluation criteria to reflect the comprehensive quality of the talent policy system more comprehensively;According to the characteristics of the indicators,the content analysis method is used to evaluate the rationality of the structure of the talent policy system,and the comprehensive evaluation method of the combination of AHP and fuzzy evaluation is used to evaluate the fit degree of the talent policy system;Finally,this paper takes the talent policy published in Tianjin from 2016 to2020 as the research sample,analyzes it from the perspectives of policy year,policy type,promulgation subject and policy content,evaluates Tianjin talent policy system through the above evaluation methods,and summarizes the problems of policy system coordination to be improved,policy innovation to be insufficient and related platform construction to be insufficient,In order to strengthen the construction of talent team in Tianjin and promote the high-quality development of urban economy,this paper puts forward the optimization suggestions of enhancing policy attraction,optimizing talent evaluation and assessment mechanism,improving talent flow mechanism,strengthening incentive policy innovation,and promoting the construction of talent platform carrier.
