The externalization trend of flexible production mode provides a favorable environment for the independent development of producer services.High-quality economic development requires more attention to innovation guidance,intensive and efficient,energy conservation and environmental protection and sharing of growth achievements.The innovation driven industrial advantages of producer services should bear more responsibilities in high-quality economic development.However,it is a pity that the level of producer services industry has a low degree of agglomeration,low added value and weak leading role in innovation,which has become an obstacle to China’s high-quality economic development.Existing studies mostly focus on the role of producer service industry agglomeration on the development of manufacturing industry,and find that it has experienced a change process from "demand dependence","mutual support" to "development guidance".Producer service industry,as a knowledge and technology intensive high value-added service industry,is embedded in many links of the whole industrial chain of manufacturing industry.However,it ignores the industrial penetration and industrial correlation of producer services.In fact,producer services can not only be involved in agricultural production,but also have a far-reaching impact on the development of consumer services and public services.In addition,previous studies have not formed a unified theoretical analysis framework to answer this question,which provides an opportunity for this thesis to make marginal contribution.Therefore,an in-depth analysis of a series of structural problems faced by the producer service industry agglomeration in China will help to solve the development dilemma of the existing producer service industry,build a producer service industry agglomeration policy more in line with China’s actual situation,and provide policy enlightenment for the design of optimization strategies for the high-quality economic development.It provides new ideas and new ways to realize the economic transformation of export-oriented industrialized countries to innovation and service industry,and to promote high-quality economic development,and provides a certain reference for policymakers.In theoretical analysis,based on industrial agglomeration theory and green development theory,this thesis puts forward the theoretical hypothesis of the impact of producer service agglomeration on high-quality economic development.It is found that producer services agglomeration realizes the value chain upgrading and process reengineering of manufacturing enterprises and producer services through economies of scale and technological innovation,which plays a positive role in China’s response to the return of "Reindustrialization" industries in developed countries and the low-cost labor competition in emerging market countries.In addition,agricultural production service outsourcing is realized through the aggregation of agricultural productive service demand,which provides effective support for the realization of agricultural modernization and largescale production.Moreover,producer services agglomeration can apply new technologies and methods to the whole production process,and improve the productivity level of the whole society through the correction effect of resource mismatch.It is an important way to obtain impetus from structural adjustment and achieve high-quality economic development.It also discusses the market segmentation,which is the deep-seated reason of resource mismatch.Market segmentation not only hinders the correction effect of resource mismatch in producer services,but also intensifies the regional differences to a certain extent.In the empirical test,the city is considered as the spatial carrier of producer services,this thesis studies the impact of producer services agglomeration on high-quality economic development at the urban level,and realizes the coupling of industry and space.Therefore,261 cities in China from 2003 to 2018 are used as the research object to sort out the characteristic facts.Firstly,this thesis measures the level of professional agglomeration and diversified agglomeration of producer services.Secondly,combined with the connotation of high-quality economic development,this thesis measures the level of high-quality economic development from four dimensions: the quality of economic growth,the optimization of industrial structure,the effect of energy conservation and emission reduction and the improvement of people’s well-being.Finally,according to the results,this thesis analyzes the problems faced by producer services agglomeration and high-quality economic development at the current stage.Specifically,it includes that:(1)The agglomeration level of producer services is relatively low in China,showing a downward trend after 2013,and the downward trend of diversified agglomeration is more obvious;Specialization agglomeration and diversification agglomeration show unbalanced characteristics in space.The development of each subdivided industry is unbalanced,and the development of highend producer services lags behind.Diversified agglomeration has the characteristics of "low degree of agglomeration in high-end producer services and high degree of agglomeration in low-end producer services".The diversified agglomeration development of producer services is mainly concentrated in big cities.(2)The level of high-quality economic development has steadily improved.Most provinces are at a medium level.Since 2008,Shanghai and Beijing have shown obvious advantages and the promotion speed is obvious.The club effect is obvious in the top provinces,especially the municipality directly under the Central Government."Medium quality" provinces are vacant,and the contradiction of unbalanced regional development in China is intensifying.(3)In recent years,although the producer service industry has shown a rapid growth trend,it also includes the problems of the low level of high-end producer service industry,the insufficient innovation guidance,the low added value of products,the insufficient effective supply and low quality,the limited supply capacity.There is a trend that producer services agglomeration and manufacturing agglomeration are separated from each other.This may weaken the industrial correlation and lead to the slow upgrading of industrial structure.Although local governments focus on developing modern service industry,the homogeneity of industrial policies among regions is obvious.Local governments do not fully exploit local advantages,which leads to problems such as the similarity of producer services,obvious regional homogeneity and insufficient characteristics.Blind development is easy to lead to repeated construction,low efficiency and vicious competition.On this basis,the theoretical assumptions proposed are tested in this thesis,it is found that:(1)The professional agglomeration and diversified agglomeration of producer services can significantly improve the high-quality economic development level of local and adjacent areas,indicating that there is a positive spatial spillover effect in the agglomeration of producer services.(2)Heterogeneity analysis shows that high-end producer services agglomeration can effectively promote the high-quality economic development of local and adjacent areas,while the promotion effect of low-end producer services is limited.Highquality development can be promoted mainly through low-end diversified agglomeration.(3)The promotion effect of specialized agglomeration on the central region is the most obvious,and shows a positive spatial spillover effect,but it has no significant impact on the eastern and western regions.In the eastern and central regions,diversified agglomeration plays a significant role in promoting the local and surrounding regions,while the western region does not show a significant impact.(4)From the discussion on the sub dimensions of highquality economic development by producer service agglomeration,it is found that producer service agglomeration can promote the quality of economic growth and can effectively promote the development of high-tech manufacturing within the manufacturing industry,but it also aggravates the difference of production rate among different industries,which is not conducive to the convergence of productivity level among industries,It shows that the penetration and technical support of China’s producer service industry to agriculture and service industry are insufficient.(5)Producer service agglomeration can promote local energy conservation and emission reduction,and has a positive spatial spillover effect,but it has no obvious effect on manufacturing energy conservation and emission reduction.(6)Producer services agglomeration promotes the well-being of people’s livelihood by improving the level of infrastructure and employment and medical care,and has no obvious effect on the human settlements.The thesis verifies the mechanism of producer services on high-quality economic development.It includes that:(1)In order to verify the existence of economies of scale,it is tested from the industry and enterprise levels.At the industry level,the manufacturing industry from 2006 to 2016 is selected as the research object.It is found that producer service agglomeration plays a more obvious role in reducing manufacturing costs and promoting high-quality economic development.The specialization agglomeration of producer services plays a greater role in reducing manufacturing costs.In order to verify the economies of scale effect,A-share enterprises from 2003 to 2018 are selected as the research object.The empirical results show that producer services agglomeration provides enterprises with lowcost and high-quality specialized intermediate services by the economies of scale effect.Producer services agglomeration is conducive to the improvement of total factor productivity.(2)The intermediary effect test is used to verify that technological innovation plays a partial intermediary role in producer service agglomeration on high-quality economic development,but this intermediary effect only exists in professional agglomeration.The intermediary effect is 3.86%,which reflects that the innovation role of producer service agglomeration in China is weak.Producer services agglomeration has a positive role in promoting high-quality economic development,but it is insufficient.Although the diversified agglomeration of producer services has a positive role in promoting technological innovation,this technological innovation does not directly promote high-quality economic development.This may be due to the low level of diversification and agglomeration in China,and the mutual cooperation and innovation among industries play a more important role in improving the efficiency of enterprises or industries,but it has not had a significant impact on the high-quality development of the overall social economy.For all industries,it is found that the intermediary effect of technological innovation exists in the specialization agglomeration of business service industry,the diversification agglomeration of financial industry and the specialization agglomeration of scientific research and technical service industry.(3)The two-step method is used to verify the impact of producer services agglomeration on high-quality economic development based on resource mismatch.Producer services agglomeration has "U" characteristics for capital mismatch,and the effect of agglomeration on capital mismatch is first improved and then intensified.For the labor mismatch,it presents the characteristics of inverted "U",that is,only when the producer service industry gathers to a certain extent can it show the improvement of labor mismatch.Before that,it shows the aggravation of labor mismatch,which may be related to the technology intensive attribute of producer service industry.Then,it is verified that producer services agglomeration can improve the high-quality economic development by correcting the resource mismatch.From a subregional point of view,producer services agglomeration only exists in the eastern region through the correction effect of capital mismatch.This thesis discusses the impact of government local protection on resource allocation distortion from the perspective of segmentation.It is found that there are still serious commodity and resources segmentation in China,and the resources segmentation is more serious.Moreover,segmentation will weaken the improvement effect of producer services agglomeration on resource mismatch.It is found that segmentation not only hinders the corrective effect of producer services on resource mismatch,but also aggravates the development gap between regions to a certain extent.Based on the above conclusions,the policy suggestions put forward in this thesis are:gather medium and high-end elements and improve innovation driving ability;Optimize the spatial layout of manufacturing enterprises and producer services;Strengthen the supporting role of agriculture and service industry;Reasonably implement industrial policies in combination with local industrial advantages;Give full play to the green service function of producer services;Change the implementation mode of local government led industrial policy.
