Research On The Impact Of Producer Services Agglomeration On Innovation Output In Jiangsu Province

As the world economy has entered the era of knowledge economy from the industrial economy era,China has entered a new period of economic transformation and development.At this stage,highlighting the smooth transition from resource-driven to innovation-driven and service-driven.The service industry,especially producer services industry with the characteristics of intensive knowledge is increasingly showing the significant role in promoting economic innovation and development.Industrial agglomeration is the main constitutional form which promote the rapid development of producer services.The agglomeration development of producer services is the main way to promote regional innovation capability,realize regional economic transformation and improve the level of regional innovation output.Currently,Jiangsu has vigorously builds the modern service industry agglomeration area and obtain a few result,producer services agglomeration improves the regional innovation level to a certain extent,but the potential is not fully play,there is still much room for improvement.So we must pay attention to how to change the development of producer services agglomeration to promote regional innovation level.This article uses the research method which involves the combination of quantitative analysis and qualitative analysis,the combination of normative analysis and empirical analysis.Through the elaboration of related concepts and basic theories,analyzing the effect mechanism of productive service industry on regional innovation output from the perspective of the way of agglomeration.Under the background that our country take the construction of innovative country as a long-term development strategy,take Jiangsu Province as the research object and build panel data,measure and analysis the influence of producer services agglomeration on innovation output in Jiangsu Province,find out the shortcomings of the current development of producer services agglomeration,provide suggestions for local governments to achieve innovation driven development and improve the level of innovation output.Firstly,based on the domestic and foreign literature were reviewed and summarized,from the relevant research experience,combined with the theory of industrial agglomeration,external economic theory and regional innovation theory,this article emphatically discusses the impact of producer services on regional innovation output,it puts forward the hypothesis that producer services affect regional innovation output under three different agglomeration modes:specialized agglomeration,diversified agglomeration and competitive agglomeration.Specialized agglomeration reduce costs of exchanges between enterprises,promotes professional talents agglomerating,strengthen local advantages of the professional production,provide favorable conditions for innovation and development;Diversified agglomeration closely links with massive industry,promotes the integration of industry knowledge,provides resources and information for the regional innovation subject,promotes knowledge,technology transferring and sharing,draws lessons from science and technology or management experience in other industries in the production activities,forms the regional innovation network;Competitive agglomeration is beneficial to play the guidance of competition mechanism for innovation,form a transparent market environment,improve the innovative consciousness of enterprises,and increase the possibility of innovative products.In general,the productive services specialized agglomeration,diversified agglomeration,competitive agglomeration all promote the level of regional innovation output in theory.Secondly,combining with the Jiangsu province producer service industry development status,select the appropriate indicators to measure Jiangsu producer service industry agglomeration level,analysis the development trend of the three agglomeration forms.The results showed that the specialized agglomeration is decreasing trend,diversified agglomeration were not stable development trend,and competitive agglomeration is increasing year by year.After that,combined with the knowledge production function,make R&D personnel input,R&D funding input,government support,producer services specialized agglomeration,diversified agglomeration,competitive agglomeration as explanatory variables,construct a regional innovation output model.Select panel data of thirteen prefecture level cities in Jiangsu province from 2006 to 2015 year,take the empirical analysis for the influence of the producer services agglomeration in Jiangsu on regional innovation output.The results showed that the production of service industry agglomeration does have a certain impact on innovation output.Diversified agglomeration contributes significantly to the regional innovation output,competitive agglomeration has a positive impact on regional innovation output,but specialization agglomeration has played a negative role on regional innovation output.It indicates that the producer services' specialized agglomeration development of Jiangsu province have some problems,has not formed its own agglomeration characteristics,failed to play the brand and talent effect of specialized agglomeration.According to their own resources,based on the improvement of the professional production of service industry cluster construction,promote the reasonable competition within the cluster system,promote the development of industrial diversified agglomeration.Finally,according to the results of the above empirical analysis,put forward some policy suggestions.In order to strengthen the effect of productive service agglomeration on Jiangsu innovation output,promote the agglomeration development of producer services,promote the level of regional innovation output.We should improve industry and innovation policy to create a favorable policy environment;increase government support to promote the agglomeration of innovative resources;organize characteristic industrial project construction to produce the advantages of specialized agglomeration of producer services;promote the development of diversified industries and strengthen the construction of comprehensive producer services agglomeration.
