Research On The Influence Mechanism Of Social Forces Participating In The Efficacy The Prevention And Treatment Of Return To Poverty

China has won an all-round victory in the battle against poverty,solved the overall regional poverty,and completed the arduous task of eliminating absolute poverty.Although the government is the backbone to get rid of poverty and prevent returning to poverty,the government has never been alone.It is one of the successful experiences of China’s fight against poverty to widely mobilize social forces to participate in poverty governance and form the overall character of poverty governance.After the comprehensive victory of poverty alleviation,the primary problem is to prevent and governance the phenomenon of returning to poverty.How to prevent and governance the return of poor areas and poor people to poverty has become an important guarantee for consolidating and expanding the achievements of poverty alleviation,promoting rural revitalization and realizing the common prosperity of all people in the new era.China has entered the stage of consolidating and expanding the achievements of poverty alleviation and preventing large-scale return to poverty.In the practice of consolidating and expanding the achievements of poverty alleviation and preventing large-scale return to poverty,while adhering to the government led prevention and governance of return to poverty,social forces are needed to meet the diversified and differentiated needs of the population out of poverty.This study takes "Influence Mechanisms of Social Forces Participating in the Efficacy of Prevention and Treatment of Return to Poverty" as the research theme,and discusses the impact mechanisms of social forces’ participation in poverty prevention and reversion efficacy,and how the influencing mechanisms affect the poverty prevention and recurrence efficacy.The research is carried out in accordance with the research ideas of "literature review--theoretical discussion--model construction--empirical study--mechanism optimization".On the basis of sorting out relevant literature,a theoretical model of the impact mechanism of social forces participating in poverty prevention and returning to poverty was constructed using grounded theoretical analysis.Finally,draw conclusions and policy implications.The main conclusions of this study are as follows:First,the influencing mechanisms of social forces’ participation in the prevention and control of poverty return include mobilization mechanism,enabling mechanism,incentive mechanism and guarantee mechanism.This study adopts the grounded theoretical analysis method to explore the influence mechanism of social forces’ participation in the efficacy of poverty prevention and return,and to construct a theoretical model of the impact mechanism of social forces’ participation in poverty prevention and return.Through the three-level coding of grounded theoretical analysis,the model of the impact mechanism of social forces participating in the prevention and control of poverty return includes mobilization mechanism,empowerment mechanism,incentive mechanism,and guarantee mechanism.These four influencing mechanisms constitute the basic conditions for social forces to participate in the prevention and control of poverty return,which is related to the benign dynamic operation of social forces to participate in the prevention and control of poverty return and the effectiveness of governance.Second,the impact mechanism of social forces’ participation in the efficacy of poverty prevention and return ultimately affects the participation efficiency of social forces through participation ability and willingness to participate.In the analysis of the influence mechanism of social forces’ participation in poverty prevention and control,important variables such as social forces’ ability to participate in poverty prevention and return to poverty prevention and willingness to participate in poverty prevention and control are introduced.A conceptual model of the impact mechanism of social forces’ participation in poverty prevention and return was constructed.The empirical research results show that the mobilization mechanism,empowerment mechanism,incentive mechanism,and security mechanism from the government level have an impact on the effectiveness of social forces participating in the prevention and control of poverty return.To a large extent,the inherent participation ability and willingness of social forces are the mediating mechanism of influencing mechanism and participation effectiveness.The governance effect of social forces in the prevention and treatment of poverty return is affected by their own participation ability and participation willingness.Third,to improve the effectiveness of social forces participating in the prevention and control of returning to poverty,it is necessary to intervene in its influence mechanism,that is,to optimize the mobilization mechanism,the empowerment mechanism,the incentive mechanism and the guarantee mechanism.Combined with the practice of preventing and controlling poverty return by social forces,this paper explains the influencing mechanism of the effectiveness of social forces participating in preventing and controlling poverty return by private enterprises and social organizations,including mobilization mechanism,enabling mechanism,incentive mechanism and guarantee mechanism.In order to make a breakthrough in the process of preventing and controlling the return to poverty,social forces must work hard on the intervention and influence mechanism,that is,to optimize the mobilization mechanism,enabling mechanism,incentive mechanism and guarantee mechanism.The innovations of this paper are mainly reflected in the following three aspects:First,a theoretical model of the influence mechanism of social forces’ participation in the prevention and control of poverty reduction is constructed by using the grounded force analysis method.Although previous studies have involved relevant mechanisms of poverty alleviation,there are few studies on the mechanism of social forces’ participation in poverty alleviation.This study focuses on the historical background of consolidating and expanding poverty alleviation achievements.Using the grounded theoretical analysis method,the data obtained from the interviews are coded and analyzed,and the theoretical saturation is tested.Finally,a theoretical model of the impact mechanism of social forces participating in prevention and control efficacy is formed.To a certain extent,this theoretical model is helpful to promote the participation of social forces in empirical research in the field of poverty prevention.Second,based on empirical methods,it evaluates and tests the theoretical model of the effectiveness of social forces involved in preventing and returning to poverty.Although the previous research results involve social forces participating in the prevention and control of returning to poverty,there are few empirical research results on the participation of social forces in preventing and returning to poverty.This study used the questionnaire method to collect data.The validity and reliability of the collected 386 questionnaires were tested,and then the data were analyzed by descriptive analysis,correlation analysis and structural model analysis.Taking mobilization mechanism,enabling mechanism,incentive mechanism and guarantee mechanism as external potential variables,and participation ability,participation willingness and participation efficiency as internal potential variables,the standardized coefficient and significance of paths among variables were observed,and the proposed research hypotheses were tested successively.Thirdly,it discusses the relationship between the social force’s participation in the effect of poverty prevention and return to poverty and the relationship between the participation effect.Through the analysis of the path coefficient of social forces’ participation in poverty prevention and return,the mobilization mechanism,empowerment mechanism,incentive mechanism,and guarantee mechanism at the government level have a significant and important impact on social forces’ participation in poverty prevention and return.The influence mechanism of social forces’ participation in the efficacy of poverty prevention and return is to influence the participation efficiency through participation ability and willingness to participate.Participation ability and willingness to participate are the mediating mechanisms through which social forces’ participation in poverty prevention and control affects participation effectiveness.
