Study On Synergistic Mechanism And Effect Of Coal Mine Emergency Disaster

With the rapid development of China’s coal industry in recent years and the strengthening of the awareness of emergency management,China’s coal mine safety production situation has been greatly improved,coal mine emergency management has made remarkable achievements.But we must clearly recognize that with the aging of China’s coal mines and the increase of mining depth,more and more risk factors in the process of coal mine safety production,has appeared.Careless slightly,it could cause disasters emergency accidents.In addition to the weak production safety foundation and backward warning technology,another important reason for the frequent occurrence of coal mine safety accidents in China is the lack of unified and effective coordination mechanism for emergency response of coal mine disasters and accidents.Therefore,it is urgent to establish an effective synergy mechanism of coal mine emergency disaster accident.In the emergency management of coal mines,only by strengthening the synergy between departments,institutions and enterprises,can the cost be reduced and the effectiveness be improved.Thus,this study from the perspective of system science and the synergetics,the sudden disasters in coal mine accident emergency synergy mechanism,the connotation,hierarchy and elements of the basic theoretical problems such as system on the basis of combing,construct the sudden disaster of coal mine accident emergency synergy mechanism theory framework and analyzed the modeling,has been clear about the emergency mechanism of the formation and evolution of the synergistic effect.Evolutionary game theory and differential game theory were introduced to describe and analyze the co-evolution strategy among stakeholders within the framework,and Matlab was used for numerical simulation.Finally,the evaluation index system and model of regional coal mine emergency synergy effect and emergency management ability are constructed,and the empirical study is carried out by selecting cases,in order to provide new ideas,methods and approaches for the construction of coal mine emergency synergy mechanism and the improvement of coal mine enterprises’ emergency management ability.The main research results of this paper are as follows:(1)The theoretical framework and model of the coordination mechanism of coal mine emergency disaster accident have been established.The theoretical framework model of coal mine emergency disaster accident coordination mechanism is constructed from the two levels of coal mine enterprise emergency synergy system and regional coal mine emergency synergy system.This paper analyzes the sudden disaster of coal mine accident emergency synergy problems,on the basis of combining the practical conditions of coal mine emergency management in our country,using Hall model to construct the three-dimensional structure of coal mine enterprise emergency management system model,the analysis of system structure and elements,and the power mechanism,the mechanism of dissipative structure and super cycle mechanism analyses focus on three child mechanism;According to the system theory,the overall theoretical framework of the regional emergency synergy mechanism is constructed,the composition,elements and functions of the system are analyzed,and the sub-mechanisms such as dynamic mechanism,operation mechanism and safeguard mechanism are emphatically analyzed.(2)The evolutionary game relationship of regional coal mine emergency synergy system was analyzed and the numerical simulation was carried out.This paper constructs the heterogeneous agent system of regional coal mine emergency synergy system,and analyzes the interest relations among the key stakeholders in the regional emergency synergy system.On the basis of the introduction of evolutionary game theory and differential game theory,build a evolutionary game model between the key stakeholders and differential game model,analyzes the different circumstances of each main body behavior strategy selection process,depict the area within the coal mine emergency system evolution process of collaborative behavior between different subjects,and using Matlab tool,the numerical simulation is to master the sudden disaster of coal mine accident emergency co-evolution mechanism,improve the enthusiasm of each cooperative body,improve the state of emergency management in coal mines has important significance.(3)The evaluation model of regional emergency synergy effect is constructed and an empirical study is conducted.This paper expounds the connotation and elements of synergistic effect of regional coal mine emergency response,analyzes its mechanism,puts forward that "synergistic degree" can be used to measure the size of synergistic effect of regional coal mine emergency response,and discusses the relationship between synergistic degree and synergistic effect of regional coal mine emergency response.The regional coal mine emergency response system synergy degree evaluation model is built,and Henan province is selected as the object to carry out the empirical measurement.Finally,according to the evaluation results,combined with the actual situation,the relevant countermeasures and suggestions are put forward to improve the coordination degree of Henan provincial coal mine emergency response system.(4)The evaluation index system and model of coal mine enterprises’ emergency management capability are constructed and the empirical research is carried out.The introduction of the matter-element extension theories and models,in combination with the actual work of coal mine enterprises and existing research achievements,the establishment of a coal mine enterprise emergency management capacity comprehensive evaluation index system and evaluation model,and select J coal mine as the research object,has carried on the empirical analysis,proves the rationality of the theory and model,and has certain practical significance.Finally,according to the comprehensive evaluation results,the rectification opinions are put forward for J Coal Mine from multiple aspects,which points out the direction for coal mine enterprises to further strengthen the emergency response capacity construction.There are 39 figures,39 tables and 100 references...
