| The theory of socialist rural land ownership with Chinese characteristics and the realization its property rights are important fields and frontier issue in the study of Sinicized Marxist political economy,which have always been paid special attention by theoretical circles and practical departments.The change of rural land ownership in human society is ultimately attributed to the standardized expression of rural land property right and function system.There is an endogenous interactive logical mechanism between the arrangement of rural land property right and function and the rural land subjects’ status,resource layout and allocation mode,combination form of production factors,income distribution pattern,evolution mode of ownership and its property right allocation form.Over the past century,the Communist Party of China has been committed to exploring the law of socialist economic development,constantly deducing the overall political economy logic between the most advanced political parties and the state and the reform of rural land property right system,continuously promoting the historical process of the Sinicization of Marxist rural land public ownership and its property right theory,and making great achievements in the theoretical and practical development of rural land political economy with Chinese characteristics.However,under the new requirements of innovative development of Sinicized Marxism in the new century,the research on the basic theory and practice of the reform of rural collective property right system in China is insufficient,such as the lack of originality thinking on Marxist rural land public ownership and its property right reform,the lack of essentiality Philosophical thinking about rural land production relations,the lack of research on the realization of land property right in the rural mixed-ownership economy,and the lack of new policy and legislative proposals for the rural land property rights division reform,etc.It is difficult to provide strong academic support for the implementation of the Comprehensive Rural Revitalization Strategy and the realization of the goal of agricultural and rural modernization under the background of the new concept of development.In view of this,this research follows the idea of "theoretical logic construction-Historical Logic combing-Empirical Research Support-realistic problem analysis-reform policy suggestions".It is focuses on the basic theoretical and practical issues of the collective ownership of rural land with Chinese characteristics and the reform of the separation of property rights,attempts to embed the reform of rural land property right system into the past century historical dimension from the perspective of the essential prescriptiveness of rural land production relationseconomic possession,explores the control power structure of human rural land resources,and reinterrogates the basic elements of rural land economic ownership,Uncover the evolution logic of socialist rural land public ownership with Chinese characteristics,enrich and develop the Sinicization of Marxist rural land public ownership and its property right theory,and scientifically put forward policy suggestions on the reform of the separation of rural land property rights in China.Economic possession refers to the exclusive or monopolistic dominant will or capacity of the subject to the object in the process of social production and reproduction.It reflects the property relationship and material interest relationship formed between the subjects due to possession,and always runs through all economic relations in human society.Compared with the traditional rural land ownership and its property right structure theory,which either paid one-sided attention to the static ownership of rural land resources,or the rural land property right theory,which virtualized the collective ownership of rural land and strengthened the actual use right of rural land,the arrangement of rural and possession property right takes into account the dynamic realization of rural land ownership and non-ownership rights.Therefore,the study of rural land production relations from the category of economic possession is not only the requirement of the internal structure of rural land ownership relations,but also a theoretical innovation based on the criticism,inheritance,sublation and development of the traditional rural land ownership theory,but also an institutional innovation of the property right realization form and operation mechanism of modern rural land ownership,It is also an important way for the reform of "separation of three rights" of socialist rural land public property rights with Chinese characteristics in the new era and the development of Sinicized Marxist political economy in the new century.The evolution of the so-called social ownership relationship,in essence,is the gradual evolution and replacement of the form of property rights and the mode of economic possession driven by the continuous development of social productive forces.China’ rural land ownership and its property right system arrangement always evolve with the development of social productive forces and the changes of major social contradictions.The important task of its political economy is to promote the adaptation of rural land production relations to the development of productive forces through the important adjustment of rural land ownership and its property right structure,to help advance socialism with Chinese characteristics from the primary stage to the intermediate and advanced stage.Over the past century,the reform of the separation of rural land property rights led by the Communist Party of China has always been based on the political and economic logic of organically combining the development direction of public ownership with meeting the land rights needs of farmers.It is not only an important historical experience for the success of the reform of the socialist rural land property rights system with Chinese characteristics,but also the basic law that must be followed in the current "separation of three rights" reform of rural land property rights and the comprehensive promotion of Rural Revitalization Strategy.And also provides important enlightenment for us to realize the organic unity of the top-level design of rural land public property rights and the practice of comprehensive and in-depth land property rights reform at a higher starting point and higher goal in the new era.The reform of rural land property right system is actually a process of constructing a dual pattern of rural land resource possession and land right interest distribution.The reform of rural land ownership and its property right structure in China is carried out around the allocation of rural land property right on the basis of the development of certain productive forces.Starting from the property right intensity of economic possession of each rural land subject,this paper constructs a dynamic evolutionary game model of "state-collective-peasant " behavior in the change of separating rural land property rights in China,and analyzes the performance of separating rural land property rights in different periods by constructing the influence mechanism of rural land economic possession property right allocation structure on institutional performance,It is found that the essence of the reform of separating rural land property rights is the game process in which each rural land subject participates in the redistribution of interests of all parties.That is,in the reform of separating rural land property rights,each rural land subject decides whether to implement the property rights and how to make the trade-off and decision-making of the implementation of the property rights according to its own rural land economic possession property right power and intensity,combined with the rational analysis of cost-benefit,and then determines the realization path and mode of the reform of separating rural land property rights.However,in the process of China’s reform of separating rural land property rights,because of people’s insufficient understanding of rural land collective public ownership and the realization of property rights,the imperfect rural land property right market and the disadvantages of urban-rural dual economic possession property right structure,there are some problems in China’s current reform of separating rural land property rights,such as the insufficient and imperfect economic possession property rights of all kinds of land subjects.In view of this,at present,the reform of separating rural land property rights in Socialist of China,should take the adjustment of rural land economic possession right relationship as the logical main line,strengthen the land possession rights of rural land ownership subjects and non-ownership subjects,develop the two markets of rural land public right and use right,and strive to optimize the socialist rural land economic possession property right relationship. |
