With the globalization of the world economy, flowing frequency of technological productivity is accelerating, and flowing range of technological productivity is amplifing. All factors of production are flowing transversely and lengthways and recombining by diverse forms, which are configuring effectively in the flow and recombining.The increase of regional industrial economy becomes more unbalanced. The region will become strategic emerging industrial birthland, which can converge advanced technological productive forces. It’s economy will sustained high-speed growth. The region will come under further pressure, which can’t carry on advanced technological productive forces.The article starts with the flow of technological productive forces and the growth of strategic emerging industry. The growth of strategic emerging industry is as object of study in the paper.Base on growth mechanisation of strategic emerging industry by analysing the flow of technological productive forces, the paper studies complicated network of strategic emerging industry, growing power, identification and control of risk, and the allocation of resources, etc. The article studies growth tactics of strategic emerging industry by system dynamic. The main achievement of the paper is as following:Firstly, studies on the growth mechanisation of strategic emerging industry by analysing the flow of technological productive forces. The article starts with the flow of technological productive forces and the growth of strategic emerging industry. Base on analyzing characteristic and effect in the flow of technological productive forces, and growth and characteristic of strategic emerging industry, the paper studies growth mechanization of strategic emerging industry. Research results show that, the productivity of science and technology is a two-way dynamic network flow; flow network is non equipotent network; with non matter accumulation coefficient; forming echelon distribution state in the flow. The flow of science and technology has effect such as optimization of the industrial structure, increase the economic benefit, technological innovation, creation of employment and the loss, ect. Strategic emerging industry has characteristics of strategic; new technology; and complexity. In the process of development, growth leading power of strategic emerging industry is changing, with uncertainty; high risk and positive externalities, and which promoted the industry dynamic evolution. In the flow of the productive forces of science and technology, strategic emerging industry is manifested as network growth mechanism; the dynamic magnification and risk diffusion mechanism; optimize the allocation of resources mechanism.Secondly, studies on the growth network of strategic emerging industry in the flow of technological productive forces. The paper establishes small world’s network model, namely WS, of strategic emerging industry. The article investigates that resource flow by network’s form influences on the growth of strategic emerging industry under different network’s structure. The paper studies characteristic of topological structure and invulnerability on photovoltaic industry network in Jiangsu province. Research results show that, in the complete rational circumstances of body, it is the higher degree of randomization network; the average income of emerging industries of strategic network faster growth and income distribution deviation is greater. In the limited rational circumstances of body, industrial networks with small world which has fastest growth in average profits of income distribution and maximum deviation. PV industry network of Jiangsu has a scale-free small world network with the average path length; clustering coefficient of large and small; the node degree distribution follows a power-law distribution.Thirdly, studies on the growth power of strategic emerging industry. Base on growth factor of strategic emerging industry, the paper analyses growth power of strategic emerging industry. On the basis of above study, growth power of strategic emerging industry is divided into exterior power and endogenetic power. The paper analyses how exterior power and endogenetic power form do. Research results show that strategic emerging industries are able to quickly produce; growth, in the final analysis, the "interest" has played a fundamental role. During the process of formation and development, the market demand; government policy; innovation development and resource endowment constitute the pull power; steering power; continuous power and advantage of power. The dynamic coupling and interaction promotes the development of strategic emerging industriesFourthly, studies on strategic emerging industrial resource configuring is base on the flow of technological productive forces. The paper analyses that strategic emerging industrial resource configuring mechanism under the flow of technological productive forces. The paper establishes strategic emerging industrial resource optimized configuring model under the flow of technological productive forces. The paper studies strategic emerging industrial resource configuring characteristic and property under the flow of technological productive forces. Research results show that, strategic emerging industry resources allocation technology productivity flow should be limited by government regulation of market competition. In the effect of the dual mechanism of market competition and government regulation, technology productivity forces flow is limited by the productivity level; regional factor endowment; the carrying capacity of the environment; the government policy of science and technology productivity flow conditions. Return technology factor flow maximization; rapid growth regional economic and industrial development is the goal of science and technology productivity flow to optimize the allocation of resources.Fifthly, studies on risk identification and control of strategic emerging industrial growth. The paper studies discerning method of generic risk and high-risk factor on the basis of analyzing risk influencing factor of strategic emerging industrial growth and building risk-metric indices. The paper establishes risk early warning model of strategic emerging industrial growth by combining index early warning with factor early warning. The paper puts forward control strategy and measure. Research results show that, Strategic emerging industry growth is affected by the market demand; government policy; innovation; financing and production management of multiple risk factors. In these risks, risk of general will only affect the industry a hand or a period of growth, high risk factors of risk will inevitably lead to strategic emerging industries crisis, once appear or reaches a certain threshold. The paper adopts method of warning indicators and warning using factors combined which can judge the difference of strategic emerging industry risk and take effective measures to control.Sixthly, studies on system dynamics of area strategic emerging industrial development strategies by simulation. The paper establishes system dynamics models and simulates photovoltaic industrial growth trend of Jiangsu in different contexts on the basis of analyzing system structure and process of strategic emerging industrial growth. The paper puts forward countermeasures and suggestions on promoting industrial development. Research results show that, International policy changes; government policy; domestic market and industry chain have different influences on the photovoltaic industry in Jiangsu. In order to accelerate development of photovoltaic industry in Jiangsu with healthy; rapid and sustained, firstly, it should change the government support mode; change the way of subsidies; strengthen support technical innovation; optimize the development of the industry environment, secondly, it should extend the industrial vertical development; expand the industrial horizontal application; speed up the restructuring of enterprises integration, construction industry cluster base, thirdly, it should start the domestic PV market, implement enterprise policy Huimin Hui and solve the technology bottleneck problem, lastly, it should use a variety of cooperation strategy; actively develop new markets and resist international policy fluctuation.
