redistribution effect.Finally,it discusses the feasible improvement scheme of housing provident fund system from the perspective of policy transplantation.First,when there are differences in the considers the construction of institutional policy agenda,policy setting and future policy development,so as to provide more possibilities for the reform of housing provident fund system.Around the above theoretical analysis framework,this paper makes an empirical analysis using the data of China Household Finance Survey(CHFS)issued by China Household Finance Survey and research center of Southwest University of Finance and economics and the data of China Household tracking survey(CFPS)issued by China Social Science Survey Center of Peking University.The main research work and conclusions are as follows:The first chapter is the introduction,which mainly expounds the research theme of the article,combs the research framework and overall logic of this paper in detail around the research background and significance,and expounds the logical level and chapter structure of the research content of the article.The second chapter is the notion definition,theoretical analysis and literature review.The theoretical basis mainly includes three aspects:first,it expounds the social status seeking theory under the framework of housing benefit equity,including the status commodity attribute of housing,social status seeking and relative deprivation,etc;Second,from the theoretical basis of government intervention in housing system,this paper demonstrates the importance of government in income distribution and benefit fair regulation,which leads to the conclusion that government intervention in housing provident fund system is the main means to solve income distribution and benefit fair;The third is to sort out the relevant theories of policy transplantation and policy compensation,and provide a new perspective for the improvement scheme of China’s housing provident fund system.The literature review focuses on the benefit equity and income redistribution effect of the housing provident fund system.In terms of benefit equity,it mainly comes the literature from the aspects of housing affordability,housing ownership choice and institutional dislocation.Income redistribution mainly discusses the evolution of the existing research methods of income distribution,and further combs the pertinent literature,which provides enlightening and referential research ideas and empirical methods for the analysis of this paper.The third chapter examines the benefit fairness of the housing provident fund system in different income classes,in order to verify that the implementation of the housing provident fund system has a high correlation and significant impact effect with the benefit fairness of family income in different income classes.The basic idea of testing the benefit fairness of the housing provident fund system is:through the deposit extraction analysis of the housing provident fund system,consider the impact of personal income on the housing provident fund system from the family,so as to investigate the benefit fairness of the housing provident fund system after the implementation of the policy.The study found that the higher income class received more benefits in terms of housing provident fund deposit and withdrawal,which were not conducive to benefit equity.The fourth chapter explores the status of the housing provident fund system,and further tests the fairness of the housing provident fund from the perspective of social status class positioning,based on the social status seeking theory and relative deprivation theory.The study found that through the test of the status of the housing provident fund system,it was found that the participation rate of the housing provident fund and the purchase area of the housing of the high social status group were significantly higher than those of the low greatest influence,followed by vertical effect and horizontal effect.The vertical effect and reordering effect of extraction policy aggravate the inequality of income redistribution,and the horizontal effect reduces the inequality of income distribution.However,the improvement effect of horizontal income distribution is largely offset by the reverse redistribution effect of perpendicular and reordering effect.The sixth chapter further examines the feasibility and main difficulties of Singapore’s housing policy transplantation and improvement through policy compensation in China from the aspects of national conditions and background differences,management system,land spatial structure,land policy and government financial support.Then,taking Shenzhen as an example.This paper explores the feasibility and improvement effect of the policy transplantation of China’s "policy reform pilot city" Shenzhen,which further draws lessons from the Singapore model.Find a universal consensus on how to properly alleviate the housing problems of low-income groups in China and improve the housing conditions of low-income groups.The seventh chapter puts forward policy suggestions to promote
