Research On High-quality Development Of Rural Tourism In Northwest Sichuan Minority Areas

"Development is the master key to solve all kinds of problems in the minority areas",the problem of unbalanced and inadequate development is more prominent in the minority areas of northwest Sichuan Province.Sichuan northwest ethnic region is a typical plateau areas.It is an average of more than 4000 meters above sea level multiethnic areas enrichment region,tourism resources and the ecological fragile district,it is important in the headwater upstream of the Yangtze river and Yellow River,it is the national ecological security barrier from the aspects of geopolitics,homeland security,ecological landscape,northwest Sichuan minority areas have important ecological strategic position.As an important part of the development of our country,social and economic development,natural ecological protection and common prosperity of the people are all related to the northwest minority areas of Sichuan Province.Under the background of the new development pattern,the improvement of the comprehensive benefits of ecology,economy and society has become the key issue to realize the highquality development of the ethnic areas in northwest Sichuan.Due to geographical and historical reasons.The development level of society,economy,science and technology in northwest Sichuan minority areas lags behind,the comprehensive benefit is low and the development is extremely unbalanced.In the global scale,plateau ethnic areas to achieve high-quality economic and social development,there is no experience for reference.It is of great theoretical and practical significance to carry out the research on the high-quality development of rural tourism in northwest Sichuan ethnic areas under the requirement of seeking the development dilemma.From the existing research results of the high-quality development of rural tourism scholars have made many achievements in the basic theory of rural tourism,industrial integration,community participation and other aspects.But the northwest Sichuan rural tourism in national regions of the weak aspect in the research of the development of the high quality and the lack of systematic,comprehensive and scientific,plateau in ethnic minority areas rural tourism development,it is necessary to build the evaluation system of high-quality plateau mountain,mountain canyon national regions of rural tourism in the development of high quality to establish theoretical framework and evaluation system.There are abundant original ecological tourism resources in the northwest ethnic areas of Sichuan Province,but because the natural ecological environment is extremely fragile,the industrialization development mode is difficult to solve the problem of high-quality development,the premise of protecting the ecological environment,relying on tourism resources to develop regional economy has become the best choice for the plateau ethnic areas.Rural tourism is a new normal in the development of tourism.It is an important way to promote high-quality development of tourism,help rural revitalization and gradually realize common prosperity.Therefore,rural tourism is the best way to develop regional economy in northwest Sichuan.Under the guidance of the "Two Mountains" theory,combined with the development demands and location characteristics of northwest Sichuan ethnic areas,under the premise of protecting the ecological environment and ethnic culture,give full play to the characteristics and advantages of resources to achieve the high-quality development of rural tourism in northwest Sichuan ethnic areas.In view of this,this paper based on the practice Sichuan northwest minority areas,based on the comprehensive research of scholars,using high quality development and national economic development of the theory and method,by combining the multidisciplinary research methods,comprehensively discusses the rural tourism in the minority area of northwest Sichuan high quality development theory research present situation,and combining the reality of the study area,The carrying capacity and ecological footprint of tourism development is calculated from the supply and demand of rural tourism development.Secondly,the evaluation index system of high-quality development of rural tourism in northwest Sichuan ethnic areas is constructed by means of entropy weighting method to evaluate the northwest Sichuan ethnic areas.By selecting four typical ethnic villages for case analysis,the problems,causes and promotion direction of rural tourism development are clarified.Finally,according to the research results,the countermeasures and suggestions of high-quality development of rural tourism.The following conclusions are drawn through this research: First,from 2007 to 2019,the supply and demand system of rural tourism development in the study area showed an ecological surplus,the carrying capacity of rural tourism development showed a strong sustainable development.Secondly,based on the perspective of system theory,the evaluation index system of high-quality development of rural tourism in northwest Sichuan ethnic areas is constructed.The evaluation index consists of three aspects:ecological benefit,economic benefit and social benefit of 8 dimensions and 27 elements layer linkage.At present,the development of rural tourism in northwest Sichuan ethnic areas is in the initial stage.Thirdly,seven factors are found to restrict the high-quality development of rural tourism in northwest Sichuan minority areas: First,the lack of scientific management system and weak cooperation;Second,high-quality development is restricted to lack of funding;Third,infrastructure needs to be improved;Fourth,the order of rural tourism development needs to be further standardized;Fifth,the transformation of rural tourism resources is inefficient and the integration of business forms is not deep;Sixth,the homogenization of rural tourism products is obvious;Seventh,the shortage of human capital,the lack of scientific and technological innovation.Through the above analysis,this paper puts forward the specific path of high-quality development of rural tourism in the plateau ethnic areas.First,adhere to the green development as the basis to promote the quality of rural tourism upgrading;Second,change the mode of tourism resources development and promote the development and innovation of rural tourism;Third,promote the integrated development of industry,build a new form of rural tourism;Fourth,promote the upgrading of rural tourism infrastructure around tourism development factors;The fifth is to promote the upgrading of rural tourism service level with talent and management guarantee.It effectively guides the high-quality development of rural tourism in plateau ethnic areas from four aspects,namely system innovation,tourism total factors,differentiated development and security guarantee,in order to provide reference for the high-quality development of rural tourism in plateau ethnic areas.
