Taking the Jinjiang city as study area, this study carried out the design and application research of the overall land-use planning management information system of Jinjiang after analyzing the land use status of Jinjiang as well as the principle and task of planning compilation and method. With the auxiliary compilation of general land use planning as its core, the design of this system carried out the demand of routine operation of the overall land-use planning management information system. Based on the understanding of the business requirement and functional requirement of this system, this design adopted the modular design method, which divided the system into 6 function modules: the data processing function, assistant planning, planning production management, planning operation management, query and analysis module and system maintenance module. Based on the hybrid structure of C/S and B/S, this system used the SQL Server relational database to manage the data of overall land-use planning, and it adopted Arc Engine, the international popular component GIS software of ESRI, combined the VB.NET to complete the design and development of overall land-use planning management information system at County level. Through this system, we can not only input, edit, output, convert and calculate the planning data information, but also can assist planning, manage the planning production, query and analyze and implement the system maintenance. Finally, the system was used in the project of "Revision of the overall land use planning of Jinjiang city", which assisted the planning compilation effectively. The design of this system and application research shows that the overall land-use planning management information system of Jinjiang promoted to make the planning compilation and implementing management standardized, automatic, informational and scientific, and it can provide meaningful reference to the construction of land-use planning management information system at County level.
