With the proposed concept Smart City and Digital City, and the urban planning information level continually increasing, the amount of data generated in the management and planning of city will rapidly expand. In planning business, planning staff mostly edit graphics files with AutoCAD software. While AutoCAD is stored in the form of files and it is not suitable for solving data managing and spatial analysis. To adjust to the needs of data management and arrangement, it’s necessary to improve the existing management, and transfer the data of AutoCAD format to a better environment ArcGIS platform. However, planning personnel have been accustomed to working in AutoCAD platform; they hope to turn these GIS platform management database into the original AutoCAD format in turn. Since the two data described for the same entity in so different ways that there are differences between the two platforms in terms of geometric expression, the relationship for geographical entities, attribute, data organization, resulting in barriers for the two data interoperability. Thus, to solve the interoperability problems of urban planning between AutoCAD and ArcGIS has been one of the core issues in the planning business. And more and more people pay their attention to this urgent problem.In view of this, based on FME data conversion platform, the paper notes the urban planning for its geometry, relationship, attributes and scales characteristics, analyzing differences in geometric expression, data organization, map symbols in CAD and GIS data, calling all kinds of data converters, and using python scripting language for converter customizing. On the basis of the in-depth analysis of the internal organizational structure and characteristics for AutoCAD and Geodatabase formats in urban planning, establish the mapping between the AutoCAD Geodatabase data model and the conversion process, so that to build a two-way conversion of semantic mapping. Use two tools OBJUCTX.NET ArcEngine 10.1 as the secondary development, and C # as developing language in VS2012.NET platform. Consider the different types of geometric elements(points, lines, and polygons), selecting different symbol mapping schemes, to the graphic expression of consistency effects in order to achieve mapping and symbols sharing reversibly between ArcGIS and AutoCAD. In Chongqing as an example, develop the FME semantic conversion model and symbol sharing programs integrally, and study to build a interoperability platform between AutoCAD and Geodatabase for spatial Chongqing planning. Compare with the currently widely used two conversion methods: FME Quick Translator platform and ArcToolbox tools, to verify the feasibility, accuracy and efficiency of our FME and ArcEngine Interoperability. The main work of this paper is as follows:(1) Summarize the main strengths and weaknesses of the current model and its heterogeneous spatial data interoperability is proposed based on semantic interoperability of spatial data solutions.(2) From the perspective of relationship, scale, geometry and attributes, this paper analyzes the features of urban planning and points out the direction for the interoperability study between AutoCAD and GIS platform. Describe the two currently management models AutoCAD and Gedatabase, to ensure the semantic mapping file scientific and rational.(3) Combined with differences between CAD and GIS data, building semantic transformation model for planning between AutoCAD and Geodatabase. By way of using symbols and elements of the separation process, achieves sharing symbols under the two data platform with ArcEngine component technology. Therefor to construct this bidirectional interoperability lossless method for planning based on AutoCAD and Geodatabase.(4) Based on FME and ArcEngine secondary development technology, use symbols sharing with different geometry types, so to achieve the two-way lossless conversion for urban planning in Chongqing between AutoCAD and Geodatabase, enabling graphics, proberty and symbols sharing.Based on the presented method in this paper, it ensures the layer structure consistency, geometric elements lossless, attribute integrity, shared symbolic expression with AutoCAD and Geodatabase before and after conversion. Thereby to improve availability and reusability and to provide scientific decision supports for urban planning.
