As the transition phase from GISystem to GIService, for reason of the compatibility of spatial data format, the original spatial information sharing based on data transformation caused data distribution and data sharing difficultly. However, the emergence of GIService has changed the way of data distribution in which to solve the problem of the compatibility of spatial data format.GIService which is published by wrapping spatial information as services shares spatial information between client and server. However, there are some limitations for GIService which is too specialized, because GIService is program-oriented,or developer-oriented,so that can't be directly use by users. Therefore, the client program is necessary, but existing clients are too professional to hardly operate and share. Therefore,a public-oriented spatial information sharing must be easy to use, mainly manifested in the following areas:uniform data format, easy to disseminate data,user-friendly user interface, easy to operate, and easy to share map.In the approach to public-oriented spatial information sharing, the spatial information is created by the users instead of exiting by default,so the users played a significant role in this platform.Users create maps as well as add spatial information to the platform, and there are interdependent between user and platform. The more users are,the more spatial information is created,so that the spatial information in platform from users sharing will be growing. Therefore, this paper presents an approach to user participation spatial information sharing, which is based on the following two points:easy to operate and easy to share. This paper presents user participation driven spatial data sharing which is facing public comparing with GIService-based spatial data sharing. This approach recommends users themselves creating maps which are collected into the platform and acquired by everyone. As a content provider as well as a content consumer, user adheres to other tightly.User participation driven spatial information sharing is a big leap in spatial information sharing under Web2.0 environment, because not only to resolve the spatial information sharing, but also changed the pattern of spatial data collection. This paper establishes a GeoRSS-based spatial data model that resolving the compatibility of spatial data formats and avoiding complicated operation. The purpose of spatial data model is to operate the data easily for users, because it's important to standardize all kinds of spatial data format, and then publish a standard service.Comparing with other spatial data formats such as Shapefile,RSS,KML and GeoJSON,GeoRSS is chosen as a central data format, and is used to be subscribed by other clients or servers.Spatial data model is separated by 3 models which are data input-output model, data save model and data presentation model. This paper established a RESTful website based on Resource-Oriented Architecture that users can share map easily because each resource is identifiable and only has one corresponding URI.According to REST principle and platform functional design, platform is divided into resources each of which has a corresponding controller which implements one functional module and should be authorized so that not everyone can acquire the resource.
