Highway as one of most important transport facilities is related to the national economy directly. In recent years, the information of transport and its equipment become more and more large because of rapid development of highway construction, increasing highway mileage and growing density of highway network. However, many regions are still using the traditional method to manage the highway. Highway management level hasn't been far met the needs of the development of modern road construction. Therefore, it is a trend that geographic information system (GIS) is introduced into the highway management. Which can provide a new support decision method by way of data visualization for graphics and data displaying, querying and analyzing .Thus raises road's management level greatly and provides a more scientific method of highway computer management.This paper combined domestic and international highway geographic information system development situation and trends and carried on the independent development using c++ language based on Visual Studio platform, aimed to establish a provincial highway information platform, that's highway geographic information system of province. This paper had done system analysis, system architecture design and database design and so on. The system manages the massive road data using the R-Tree index reducing the data inquiry and the demonstration response time. When the spatial analysis realized the most short-path analysis function using the Dijkstra algorithm, because highway network possibly had the massive booklet line segment as well as the massive vertices, constructed the adjacency matrix of endpoints using traditional Dijkstra algorithm directly must cost the massive precious computing time and the storage space. This paper has made the improvement to the Dijkstra algorithm, carried on the pre-process to the primitive linear vector graph and generated line topology data files, node information would be mapped to the segment of endpoints; then solved the shortest path using line topology data files according to the traditional Dijkstra algorithm ideas. This not only reduced the data reserves, moreover reduced the time consumed by the system analysis. The system achieved road information management, query, statistics and related analysis, which not only provided practical decision-making basis but also provided timely, accurate and comprehensive information for the public travel. Finally, Shanxi Province, for example, uses this method to achieve the Shanxi Provincial Highway Geographic Information System, achieving the basic functions of the system.
