Performance Measurement Research On The Response To Major Natural Disasters Of China's County Government

Rapid development of world economy accompanying with weather disasters, earthquakes and geological disasters has become increasingly frequent natural disasters, and affect social harmony and stability. At present, the modernization of China is in a crucial period of opportunities and challenges, the government emergency management should be particularly paid more attention. How to improve the county government's ability and level of response to natural disasters, preventing and mitigating property damage and human loss, strengthening public trust in government, improving government's credibility and image have become necessary for the government to solve the problem.This study uses county government's effectively management of natural disaster emergency as the case study with the analysis of literature review, quantitative analysis and empirical analysis, and concerns how to improve county government emergency management capabilities. Performance Measurement stresses the finding of county government's strengths and weaknesses in the process of natural disaster emergency management, exploring the ways to increase the capabilities of emergency management, and maximize reduce or mitigate the losses caused by natural disasters.This text is started with theory analysis of disaster theory and emergency management theory, and then put a preliminary performance measurement research on the response to major natural disasters of China's county government. Firstly, it defines the values of performance measurement and outlines its practical significances. Meanwhile, this article uses relevant theories and research scholars from home and abroad, then, it uses the Balanced Scorecard theory to construct government performance measurement index system and evaluation model of response to major natural disasters. Besides, this paper takes frozen disaster of county Dao in 2008 for example, then, commences an empirical analysis, and receives a more valuable assessment of the results; also, it tests the validity of the index system. According to the evaluation results, the paper puts forward to how to enhance the level of government emergency management response to major natural disasters.
