Research On Local Government’s Emergency Management In Response To Natural Disasters

Effectively responding to emergencies and maintaining social harmony and stability is the core function of public management and the basic responsibility of governments at all levels.Based on the basic conditions of vast territory,large population base and frequent natural disasters,emergency management has become an important part of national governance system and capacity.Governments at all levels shoulder the important responsibility of preventing and defusing major security risks,responding to disasters and accidents in a timely manner,and shoulder the important mission of protecting the safety of people’s lives and property and maintaining social stability.Local governments have become the main body of emergency management,so it is very important to improve their emergency management ability.Based on the above background,this paper combined with the whole process of "7.11" flood control in Y County,investigated the actual situation,analyzed the experience gains and losses,combined with domestic and foreign research status,systematically sorted out the local government’s emergency management process,and put forward feasible and effective suggestions according to the actual situation.First,we should strengthen prevention at the source,improve the evaluation machine of leading cadres,and lay a solid foundation for disaster prevention and resistance.Second,improve emergency preparedness,enrich emergency support resources,improve emergency support systems,and carry out emergency drills.Third,timely early warning and forecast,the implementation of dynamic monitoring and real-time early warning,to ensure all-round research and judgment,timely and accurate transmission of information.Fourth,effective emergency command,relying on the actual scientific decision-making,the upper and lower linkage forward command,grasp the initiative to guide public opinion.By giving full play to the advantages of our unique system mechanism and drawing lessons from the excellent experience of foreign countries,the local government emergency management system is improved and its ability modernization is promoted.
