Study On County-level Governments' Emergency Response Capability Of Serious Natural Disasters

In recent years, the natural disasters occurred more and more frequently. It not only brought inestimable influence and losses, but also put forward the new challenges to all the countries'prevention and mitigation of the natural disaster. As the one of countries beset by natural disasters, how to reduce casualties and property losses of the disasters and how to strengthen and promote county-level government's emergency capability of serious natural disasters has become Chinese government's problem to be solved.In order to provide the basis of the scientific management and decision-making , helping the county-level government to found out a feasible way to promote its capability of emergency response. This paper adopted some scientific methods, like literature research, quantitative analysis and case analysis. And it took the county-level government as the research object, based on the situation of the construction of the county-level government's emergency response capability of natural disasters, and evaluated the county-level government's emergency response capability.This article is divided into six parts. The first chapter is the introduction, and it mainly introduces the background and significance of the topic choosing, the domestic and foreign relevant research situation, the research methods, and possible innovations. The second chapter is the foundation theory of ability construction for county-level government responsing to major natural disasters. The third chapter is ability construction of county-level government responsing to major natural disasters, it introduces the analysis of the current situation of natural disaster emergency that some county-level government performanced. It also analyzed the problems of the construction of the ability construction and the reasons of the problems that existencing. The fourth chapter is about capacity assessment system and evaluation model of county-level government responsing to major natural. Chapter 5 proposed some countermeasure that may increase the ability of county-level government responsing to major natural disasters. The last part is the epilogue.
