Energy field is a important aspect of our country's technological development, and energy saving is one of the most important subject. The energy consumption of our country iron and steel industry is far more than advanced world level, and the technology of energy saving is very important. The amount of energy consumption of iron and steel industry in China is tremendous while comparable energy consumption per ton steel in large and medium-sized iron and steel enterprise is higher about 20% percent than the advanced levels of the world. Along with the fierce competition of the market and the expanding of iron and steel industry, the traditional managerial approach is not useful any more. So the establishment of iron and steel industry in China is necessary.The relations between production process and energy consumption are made an in-depth application analysis and theory study with theory of systematic energy-saving ,technique of intelligence analysis and optimization and energy information comprehensive management based on the background of study on energy-saving and reduce energy consumption. Energy information comprehensive management system rule storeroom is designed. It is beneficial to the energy-saving and to reduce of production process in iron and steel enterprise. The main contributions of this paper are as follows:(1) Energy balance relationship was obtained through analysis with energy structure and energy consumption and the second energy conversion combine with the production process in iron and steel enterprise. Further it established the foundation for strengthen energy management and carry out economy-saving and reduce energy consumption in iron and steel enterprise.(2) Base on the analysis of main current production system of iron and steel enterprise such as gas subsystem, water subsystem and electrical subsystem, find out the relationship among the energy event in order to improved the management.(3) Work out the mathematical programming problem. Use fuzzy comprehensive judgement to improve the traditional Analytic Hierarchy Process. Find out the order of the energy event.(4) Based on Xiangtan iron and steel company energy management system, establish the rule storeroom of energy event. Provide the solution of energy event and design a software framework by analyzing the problem of the production system. System framework, outbound interface, database, and operability are all paid sufficient attention in order to integrated into the system better.
