Environmental monitoring is the basis for environmental management.To further enhance the level of environmental monitoring, access to environmental monitoring data more timely and accurately, and to provide scientific basis for decision-making, it is one of the effective methods and a development direction to acheive automation, information and networking of environmental monitoring and management by information technology.Based on the analysis and summary of recent progress on environmental monitoring automation and information at home and aborad, their exprience was learned from in this papaer. The on-line monitoring system on environment was studied and developed. After researching of Environmental Monitoring information in Dalian and combining with the actual situation, on-line environmental monitoring system was researched and developed the Dalian, and the combination of information technologies such as automatic control technology, database technology, GIS, network technology, were studied. Moreover, a set of project to achieve scientific and practical on-line environmental monitoring system was designed.Based on the existing technologies and data of environmental monitoring in Dalian, the monitoring indicators,monitoring methods and monitoring frequency, and the analysis and evaluation methods and standards of atmospheric environment monitoring, coastal sea monitoring, surface water monitoring, environmental noise monitoring, electromagnetic radiation monitoring, pollution sources monitoring were further analyzed, consolidated and researched respectively.They are implemented that the functional requirements of the monitoring indicators,including data import and export, view and statistical analysis of real-time data and historical data, generation and export of quality report management of laws and regulations related,and so on.They are also implemented that the performance requirements, including the accuracy and completeness of data, system security, system stability, system compatibility and flexibility.In this paper, integrated GIS sharing platform and the concept of service aggregation were induced, and the overall system framework, the system function menu, the user interface, data transmission, data collection methods, databases, and functions were designed respectively. Detailed design of the system include:design of environmental monitoring database; monitoring data collection and uploading combining automatic and manual methods; monitoring site data display by real-time data, and warning to the data over standard value; query and export monitoring data and site information at various types of monitoring sites by the query window, and export the data; compositive analysis of sites, indicators and time of query data; automatic generation and export of all kinds of monitoring reports required for routine work; at system management, specifications of system design and relevant laws and regulations can be queried and learned, according to rights of the user; to achieve "one-click query", so that users can easily query the monitoring information.This system can be applied in environmental monitoring in Dalian, as well as in environmental emergency monitoring, environment overall control, nature reserve management, construction project approval management, environmental planning, environmental impact assessment, and forecast of environmental pollution and other environmental management. It can not only improve the efficiency of environmental quality monitoring and quality management, but also promote the achievement of environmental on-line monitoring of Dalian. It also explains that it is necessary and feasible to build environment information system by GIS technology. This can also be reference for construction of environmental information in other cities in the world.
