Non-commercial Transfer Of The Sustainable Development And No-harm-to-the-environment Technology

The paper discuss the non-commercial transfer(NCT) of the sustainable development and the no-harm-to-the-environment technology(NHET). The discussion involves 5 aspects in its exploration. First, the expounding of the relationship between the sustainable development and the environmental protection: The former requires the protection of the environment; second, the negative effects of science and technology to the environment; next, the purpose of the NHET: The NCT of the NHET is the necessary guarantee in realizing the sustainable development; the analysis of the necessity and possibility of the NCT for the NHET and last, the mechanism to ensure the NCT of the NI-LET, including the establishment of the 揼reen fund?and the reconstruction of the International Environmental Law, Science and Technology Law, and Patent Law under the guidance of ecologism.
