An Analysis And Evaluation Of The Regional Sustainable Development System---A Case Study Of Henan Province

According to the theory of regional sustainable development, with the methods of modeland the technology of Geography Information System, a wholesome study is given upon theanalysis and evaluation of the regional sustainable development system (RSDS).The papertakes Henan Province as an example. On the basis of systemic analysis of the problems of thepopulation, resources, environment and economic development of Henan Province, from thetwo aspects of time sequence and spatial divergence, the author gives an emphatic study on theevaluation of the RSDS, moreover, some essential countermeasures and specific methods ofregulating the RSDS of Henan have been put forward. Apart from the preface and conclusion,this paper is composed of four parts:The first part, on the basis of recalling and concluding the fundamental theory of regionalsustainable development, further pursues the sources of sustainable development thought andputs forward the "three three three" conception model of sustainable development and thetheories of regional sustainable development: fundamental theories, the problems of the theoryat the core and relevant auxiliary theories. The fundamental theories include the theory of therelationship of human and land, the earth system science and the three kinds of production; theproblems of theory at the core mainly include the theory of scarcity and value of the resourcesand environment, the evaluating models of regional sustainable development; the relevantauxiliary theories mainly include the theory of system self-organizing and the modes ofsuper-system thought. The theory study of regional sustainable development will provide theanalysis and evacuation of the RSDS with foundation.The second part is about the analysis of the RSDS. The author analyzes the RSDS fromthe four aspects: the whole frame, fundamental elements, structure and function andevolutionary mechanism. The whole sequence of idea of the regional system is manifested bythe construction of the whole frame of the RSDS, which is composed of three sub-systems:natural, social and economic sub-system. The three sub-systems are constructed into onewhole things by the interaction of environment, population and material. The sustainable,coordinative and equitable degrees of the system construct the core of the ability of regionalsustainable development and the RSDS should be regulated from the three aspects: time, spaceand wholly comprehensive coordination. It is put forward by the analysis of the fundamentalelements that the RSDS is composed of seven aspects' population, resources, environment,economy society science and technology and institution. The analysis of structure andfunction puts forward the four-circle-layer structure and the production, circulating andtransforming and self organizing function. The analysis of evolutionny mechanism wholly setfortll the motive, the orientation and process of system evolution from the three aspects' themotive mechanism, the relation and feedback mechanism of information and the revolutionaryprocess. The analysis of the RSDS has a significant leading effect on the construction of theevaluating index system and the selection of the raios of the indexes and the evaluationcontents.The third part includes the evaluation of the RSDS. Under the gUidance of evaluatingprinciples, the four contents of evaluating were put forward from the tWo aspects of time andspace: the evaluation of standard and type, coordinative, equitable and comprehensive propertyof the RSDS. Furthermore, The author puts forward the corresponding methods, procedure andmodel system of the evaluation.The fourth part is mainly about the case study of the RSDS.
