The Sustainable Development Evaluation Of Hebei Province

With the rapid development of the social productive forces, the influence of theenvironment from human activities increases gradually. The idea about sustainabledevelopment and the relationship between humans and their environment arecontinually progressing and deepening. In recent years, the economies of the entirecities in Hebei province grow very fast. The governments make great efforts toimprove the infrastructures of the cities. People’s life quality improves significantlyand the living environment is more elegant and more comfortable. But we shoulddiscuss that whether the current economic, social and environmental developments inall the cities are sustainable and the current developments are in what level.This study bases on the theory researches and the full considerations of thepresent situation of economic and social development in Hebei province. Using theindex evaluation method, we build an index system which includes one system layer,3partial system layers,8subsystem layers and45evaluation indexs. We use theyaahp software to determine the indexs’weights. The Evaluation period which wechoose is between1995and2009. Considering the data acquired difficultlly, weselect2000,2005and2009as the representative years. We divide the study periodinto three sessions, the1995-2000year, the2000-2005year and the2005-2009year.We use the same evaluation index system to research the development level of abilitycomparative evaluation about economy, society, resources and environment systemsbased on the present situation and the future development tendency of all the cities inHebei province.We select2009year as the current evaluation period. Langfang and Tangshanshow the strong abilities of sustainable development, and they become the growthpoles of regional development. The abilitiies of the sustainable development ofQinhuangdao, Cangzhou, Shijiazhuang are in the medium level. But Each city alsoexists certain advantages. The abilitiies of the sustainable development of Baoding,Chengde, Handan, Hengshui are in the poor level. The abilitiies of the sustainabledevelopment of Zhangjiakou and Xingtai are the worst. The dynamic comparative evaluation shows that Handan, Hengshui,Shijiazhuang and Xingtai are in the weak sustainable development level. The rest ofthe seven cities are in the weak unsustainable development level in1995-2000year.After2000, they are in the weak sustainable development level. The coordinationdegree evaluation about social progress and economic systems shows that the socialprogress and economic systems of Qinhuangdao and Hengshui are in the basiccoordination level. The rest cities are in the basic unharmonious level. Thecoordination degree evaluation about environment and economic systems shows thatthe environment and economic systems of Zhangjiakou, Qinhuangdao, Xingtai are inthe coordination level. Shijiazhuang, Chengde, Tangshan, Langfang, Baoding,Cangzhou and Hengshui perform the basic coordination level. Handan is in theunharmonious level.
