The research on sustainable development and use of mineral resources in Guangxi and ecological innovation strategy has the significant reality function and the profound meaning to the sustainable development of socioeconomic in Guangxi. This article firstly reviews and summarizes the history and current situation of development and use of mineral resource in Guangxi. According to the analysis of the present society situation, the mineral situation in Guangxi and the mining industry environments from domestic and abroad, taking the sustainable development and use of mineral resource and ecological innovation strategy as study targets, regarding the science development view and the sustainable development theory as the guidelines, using the theories and methods of Resource Economics, Ecology, Environment Science and Industry Economics, this article has mainly researched on the sustainable development and use of mineral resource, the relationships between ecological innovations of mineral resource development and socioeconomic development and, constructed the target system of the sustainable development and use of mineral resource in Guangxi and the ecological innovations system, established the model of mining ecology innovation system, and proposed the safeguard measures and the policy suggestions to the strategies of the sustainable development and use of mineral resource in Guangxi and economical innovation. This article has shown that the mineral resources'development and use plays an important role in the socioeconomic development of Guangxi. According to the ecological disaster resulting from the development and use of mineral resource, the sixth chapter elaborates the proposed background of ecology innovation, proposes the guideline ideology, basic principle and strategy target of ecological innovation strategy, and establishes ecological innovation system of developing and using mineral resources.The main points of this dissertation are as following:1 The mining industry is the fundamental and pillar industry of national industry. The rich degrees of mineral resource and the developing degrees are of vital importance to the prosperity and development of local economy. Guangxi is reputed as the"township of Non-ferrous metal", so the development of mineral resource plays more important role in local economy prosperity. However, mineral resources are non-renewable resource, only guarantee the sustainable development of mineral resource, the society can develop healthily, stably, and sustainable. How to guarantee the sustainable use of mineral resources with the lowest environment cost has become urgently-solving knotty problems for socioeconomic. Therefore, the proposals of the strategy of sustainable development for mineral resources and the strategy of ecological innovation will become one of the keys to solve this difficult problem.2 The development and use of mineral resources have become the integrity industrial chain, thus the mining industry has and will become the pillar industry of socioeconomic in Guangxi in the future 15years. Presently, the industrialization and urbanization are still fairly low. In a considerably long period of future time, Guangxi will be stage on the industrialization and urbanization. In the advancements of the industrialization and urbanization, the massive resources would be consumed. Only realize the industrialization and urbanization, the mineral resources consumptions would be decreased greatly. Therefore, in the previous 20 years of 21st century, the minerals industry will be still the pillar industry in the provincial economy construction. According to the provincial economy in Guangxi and the"Eleventh Five Year Plan"goal, the demands for coal, the petroleum, the iron ore and each kind of non-ferrous mental, the building materials minerals will speed up gradually with the development of national economy development.3 According to the mineral resources'characteristics in Guangxi and the present situation of socioeconomic development in Guangxi, in a considerably long period of future time, Guangxi will consume massive mineral resources to support the highly-speed growth of economy. The socioeconomic development in Guangxi depends on mineral resources seriously, and the proportion and attribution of those correlation industries derived by the mining industry indirectly in the national economy is higher than the national average level, while those correlation industries derived by the mining industries directly make great contributions to the development of provincial economy in Giangxi. Therefore, on the basis of the latest statistical dates, this article analyzes the supply-demand situation of mineral resources and the current situation of development and use of mineral resources in Guangxi. In the light of overall target of socioeconomic development in Guangxi, this article gives the corresponding forecast to the supply and demand.In order to achieve forecast goal, Guangxi should expend the development of bauxite resources during the The Eleventh Five Year Plan, develop deep-processing industries of lead, zinc, tin, manganese products, exploit high- tech products of zinc and indium, transform backbone cement enterprises, develop high-and-middle-ranking building ceramics, sanitary ceramics and the new wall material, speed up the development and the deep processing of kaolin, talc and bentonite.4 Through the comprehensive analysis of the present society and mineral situations in Guangxi and the mining industry environments from domestic and abroad, this article systematically carries out the rational analysis and empirical work in the current situation of development and use of mineral resources in Guangxi for the first time, mainly discusses the guideline ideology, the basic principle, and strategic target of sustainable development and use of mineral resources, proposes the safeguard measures and policy suggestions to the sustainable development and use strategies of mineral resource in Guangxi during the time of The Eleventh Five Year Plan and future 15 years.Considering the overall development strategies of socioeconomic in Guangxi, the specific connotations of realization sustainable development and use of mineral resources should include: (1) It is required to take the supply-demand strategy of opening resources as the lead, fully utilize both domestic and abroad markets and resources, use the geographical superiority to adjoin Southeast Asia's and the policy superiority to the Chinese-Association of Southeast Asian Nations free trade areas, which help to improve the supply-demand ability of mineral resources in Guangxi. To achieve the biggest social and economic effects and to realize the integrity of resources, economic, environmental e, and social effects are based on the least resources consumption and the least environment cost. (3) To enhance the comprehensive utilization level of the mineral resources is supported by the development strategies of intensive resources and technical-impetus resources. (4) Taking the coordination region developmental strategy, form the new regional development strategy patterns with mutual complementarities and common development. The concrete ideas are as following: Guangxi should hold the opportunity of western regions development, speed up the development mining industry economy, and optimize the industrial structure. Taking the establishment of Chinese - Association of Southeast Asian Nations free trade area as a turning point, the south of Guangxi economic zone (costal economic zone) will be built as the main ore trade transaction area to develop markets in southwest, the east of Guangxi economic zone will be built as the economic corridor of export-oriented mineral products processing that takes the foreign-funded enterprises and township enterprise as the main body, the north of Guangxi economic zone will be built as the high-tech industry base of mineral products in Guangxi, the middle of Guangxi economic zone will be built as the information center of mining industry and the industry and trade center in the Southwest area and south China area and even in the whole country, and the west of Guangxi economic zone will be built as the supply bases of raw materials, such as , energy and mineral.5 Ecological innovations is the mainstay of sustainable economy development, which is the fundamental way to realize the integration and coordinated development between modern economy and the ecological environment, and which is also the foundation of implementing the strategy of sustainable economy development. The ecological innovation results from new thought and the new concept, which is based on the innovation of ecological technology and the formation of environmental protection policy. The improvement of ecology idea solve all kinds of ecological problems unceasingly in the process of sustainable economy development, the aim of which is to increase the ecological cost of ecological and environmental system, strengthen the transformed function of ecological and environmental system, improve transform efficiency of natural materials and economic materials, and then enhance the supply and support abilities of ecological and environmental system to adapt the continuous modern socioeconomic development.This article comprehensively elaborates the guiding ideology, basic principle and the goal of ecological innovation strategy in the sustainable development and use of mineral resources in Guangxi. Through integrating each essential factors in the ecology innovation system, this article has established ecology innovation systems of mineral resources'development including ecology ideology system, ecology institution system, and ecology technology system, and then founded the mining ecology innovation system model of sustainable development. According to the structured systems and model, this article has discussed ten sustainable resources ideas adoption to ecological innovation, and put forward to several policy suggestions.6 Using the method and viewpoint of ecological innovation theory, this article firstly divide and summarize the important mineral resources in Guangxi. This causes the different mineral resources types and mineral resources in different regions to have different development strategies.7 On the basis of theories from ecology and resource, and in the light of the characteristics of mineral resources in Guangxi, this article has firstly analyzed the geology environment, society environment, economy environment, and policy environment of sustainable development of mineral resources. This article has analyzed and summarized the existing problems during developing the mineral resourced in Guangxi and the factors leading to ecological disasters, and then put forward to the targets and counter measures to sustainable mining development in Guangxi and the ecological innovation.8 Taking the topic of sustainable development and use of mineral resources in Guangxi as research key, this article has explored the academic problems of ecology geology and the practical problems that is whether the mineral resources could develop ecologically and sustainable.9 The ecological innovation strategy of sustainable development and use of mineral resources in Guangxi is the mainstay to realize the whole sustainable mining development, and it is also a support for mining enterprises in Guangxi to win and maintain the competitive superiority. It is required to implement science development view comprehensively, execute the system of regional autonomy for minority nationalities perfectly, take the western development as the turning point, proceed from the current reality of Guangxi, act in accordance with natural and economic laws, closely center on the prominent contradiction and the problem of sustainable development and use mineral resources in Guangxi and ecological environment, take the improvement ecological environment, enhancement the utilization efficiency of mineral resources, development of ecological mining and realization of sustainable development as targets, take the science and technology as the forerunner, take the important regions as the breach, combine the ecological innovation of mineral resources'development with socioeconomic development, between the whole and the part properly, promote the coordinative integration of resource efficiency, ecology efficiency, ecology efficiency, and society efficiency, which help to lay solid foundations of ecology environment and mining ecology to realize The Eleventh Five Plan in Guangxi and long-term target of 2020. The mining ecology innovation is different from other traditional innovations. Except requirements of the traditional technology innovations, this innovation should have a deeper connotation, a higher standard and a stricter condition. The mining ecology innovation is that the mining administrations, local governments, mining enterprises, mining ownerships should promote the increase of broad economies including ecological and social benefits to realize the whole (technology and non-technology) innovation processes in mining areas, which is based on decreasing or eliminating environmental pollution and maintain the ecological balance. Based on the above understandings, science development view, resource economics, ecology ethics and innovational theory make up the theory foundation of sustainable development ecological innovation system. Under the theory, this article constructs sustainable development technology innovation system, sustainable development policy innovation system, and sustainable development ideology innovation system. In three systems, ideology innovation system is a foundation, which constructs the external conditions and social support of technology innovation system together with policy innovation system, whereas, technology innovation system is a core and a key, which is the internal condition and the safeguard to realize sustainable socioeconomic development.The research progress and the innovations of this article manifest in:1 Using the ecological innovation theory to make a research on the problem of sustainable development and use of mineral resources in Guangxi is the new exploration of this article. The article has divided and summarized the main mineral resource in Guangxi. By the comprehensive analysis of actual situation in Guangxi, the mining situation in Guangxi and the mining environment from domestic and abroad, the article has firstly carried out the dapperly rationale analysis and practical research about the sustainable development and use of mineral resource in Guangxi and ecological innovation strategy.2 Under the theories of ecology, resources economic and so on, in the light of characteristics and development situation of mineral resources in Guangxi, this article firstly systemically make a research on and detailed analyzes the geology, society, economy, and police environments of sustainable development and use mineral resources, elaborates the relationships between ecological innovation and improving the abilities of sustainable development, explicates the important role of mineral resources development in the whole economic development in Guangxi in future 15 years.3 Focusing to the regional society and economy overall developmental strategy, this article has focused discussions on the concrete connotations of implementation the strategy sustainable development and use of mineral resources in Guangxi and two strategies of ecological innovation, namely proposing the guiding ideologies, basic principles, strategy targets respectively, has proven the important status of these two strategies, the potential advantages of Guangxi will be shown and become the new economic growth extremely.4 In the light of science development view and from the angle of ecological innovation, this article has built the strategy and system models of sustainable development and use of mineral resources in Guangxi. Firstly, this article has explained the theories about the ecological innovation strategy of sustainable development and use of mineral resources in Guangxi, and then constructed the model of the ecological innovation strategy of sustainable development and use of mineral resources in Guangxi. Secondly, on the basis of the sustainable development ecology ideology innovation, the sustainable development ecology policy innovation, and the sustainable development ecology technology innovation, this article has built the model of mining ecology innovation system.5 This article has proposed and explored the related academic problems of ecological geology, put the ecological innovation ideology into the theory research practical application of sustainable development and use of mineral resources in Guangxi at the first time, focused the discussion on the practical problems of how to develop and use the mineral resources ecologically and sustainable, put forward to the safeguard measures and policy suggestions to sustainable development and use of mineral resources strategy and ecological innovation strategy in Guangxi.
