| People aft. paying more and more attention to environmental administration because it is one important means to realize sustainable development. Environmental administration in China has achieved a lot since the 1970s. But it still stay in elementary stage because most of experts and scholars are concerned with practice only, and they don't look closely at environmental administration with methodology. The author, in order to remedy the defect, attempt to study Chinese environmental administration at the point of systematic science.The thesis is divided into five parts.The first part is the raising of environmental administration. The author discuss the historical origins of it, and consider that strengthen the administration of environment is one tendency of the world, then direct to the most important issue-environmental administration.In the second part, the author narrates the situation of environmental administration in China. Some theories have been established and policies laid down; however, they can't overall and direct complicated regulatory work for lack of methodology. It is necessary to study Chinese environmental administration with systematic science.The focal point of the thesis live in parts from three to five. It discuss that possibility and reality of applying systematic science to the environmental administration. The practice of environmental administration is discussed and some valuable view points are put forward from the perspectives of systems, cybernetics, informatics.At the end of the thesis are the conclusion and some expectations. Even though the combination of environmental administration with the three branches of systematic science-systems, cybernetics, informatics-is discussed respectively in the thesis, actually, they are interacting each other and all together in the environmental administration. Moreover, some other branches of systematic science are also involved into environmental administration.
