In the paper, a method combining Surface water Model System (SMS) & Remote Sensing (RS) is suggested with the example of the simulating result and water environment capacity in Fuzhou Section of Minjiang River , especial detailing the simulation of SMS of water environment of Minjiang River and the testify with RS. The problem of water pollution is expatiated, pointing out the seriousness of both water pollution and the planning of water pollution control, emphasizing the importance of water mathematics model . The development and lassifications of water quality model are described here. A conclusion is attained that the organic matters are the main contaminants and that water quality in most segments can't reach the standard of III class, after water quality evaluation based on the analyzing the current hydrodynamics condition in Fuzhou section .RMA2 of SMS is applied to do the hydrodynamic analogy of the River. And the outcome indicates that the simulation can be near to the actual condition , reflecting truly the hydrodynamic condition of the River .After that ,water quality simulation is operated with BOD5 as the only contaminative factor. The result shows that , the contaminant coming from Zhuqi segment arrives Mawei segment after 3.5 hours and then the whole river valley contaminant density attains stable, what's more ,the density falls to 40%.The contaminant density in South harbor is lower and the North harbor is higher for it runs cross urban area accepting dirty water in large quantity. All these results are consistented with the monitor data , which explains the RMA4 can be good to simulate water quality condition. RS is also used to abstract the special subject information of the river after handling the satellite-image .RS can fast locate contaminative source ,identify effectively the compositions of the contaminant, predict how and where the contamination to diffuse .Comparing the special subject information abstractedfrom the image and the simulation of SMS ,it shows that they are so in accordance with each other. And this further verify that it is credible of the simulation of SMS.Water environment capacity of Fuzhou section of Minjiang River is computed using complete-mix-system water environment capacity calculation formula .BOD5 is selected as the pollution factor to calculate the water environment capacity under the ideal condition. The number of BOD5 that should be cut down is 1267.16t/d.And this result can be the reference in the course of the planning and treatment...
