Discussion On The Environment Management System And Its Application In College

In this paper, the series standards of ISO 14000 for environment management systems have been introduced. As the basic standard, the ISO 14001 of environment management system standard has been discussed in its elements, running mode, objects to be applied, and functions.The ISO 14001 of environment management system standard can be broadly applied in any organizations. There are 17 elements describing the environment policy, planning, implement and operation, monitoring and check, and management review in the system. It is running in the Planning-Do-Check-Action cycle and continuing improving.It has been focused on the application of environment management system in the non- business organizations. Government, Environment Protection Bureau, and college are the three objects to be addressed. In addition, a framework of environment management system in college has been designed.Environment aspects are the foundation element to establish an environment management system. Because the multi-sources and complexity of environment aspects in college, a successful technique is needed to identify and evaluate them. In this paper, we have offered a new technique which is called "key point" method. Each "key point" in an organization has its unique feature and can give several independent or representative environment aspects. Combine all "key point" shall cover all environment aspects and especially significant ones.Using Qingdao University as a real sample, its structure and responsibility, education and training, and environment aspects under the construction of environment management system have previous studied. Based on the "key point'' technique. 18 "key point" have been concluded and the environment aspects they revealed are sufficiently. It ensures to set up a successful environment management system in Qingdao University in the next step.
