Study On Early-Warning Management & System For Coal Mine Security

Coal mine is the main industry in China, two-thirds of our expending of energy source is from coal. From 1990, the yield from coalmine occupied the premier status. With the increase of yield from coalmine, security becomes more and more prominent. Every now and then big & unusual accidents happen. Because of the peculiar working condition of the producing process, there're more dangerous & insecure factors of coalmine industry than other kind of industries. According to some status, in the 50 years from the setting up of our new country, the imperfect management of secure manufacturing brought many accidents and our loss would be added up to more than 500 billion RMB. This big lossseverely affected the stable running of coalmine manufacturing. All these give us the cautions of the austere situation and the urgency & necessity to improve our level of security management. This paper expands just based on the above background. Contraposing the characteristics of secure producing, guided by management theory of early-warning in advance, according to the new result of modern manufacturing management theory, by the statistic & coordination of the latest accidents, and based on the causes of the accidents, this paper brings a new security management system which can inspect, diagnose and early-warn in advance. This system intents to supply a new security management mode for secure producing, changing "disposing afterwards" to "controlling in advance", removing the unsafe ingredients in the process of producing, so as to avoid the occurrence of casualty accidents.The following are the main contents of this paper: i Research of the actuality of in-and-outside security management. Discussion on the actuality & the developingtendency of coalmine security management and the importance of setting up the security early-warning management of coal mine.ii Statistics & analysis of coalmine accidents. Summarizing the unsafe factors based on the cause models.iii Setting up the index system of the coalmine security early-warning management. Constructing the index from working persons, excavating machines, working environment and managing status. Integrate analysis by blur mathematical decision-making methods. Establishing the foundation of setting up the security early-warning management of coalmine.iv Putting forward the essential thinking of security early-warning management of coal mine and the fundamental framework of the system.
