The common ideas, with human beings entering a society of knowledge, towards the higher education in the 21st century are the pertinence, quality and globalization which are becoming the central concepts for the international higher education nowadays. They are the keys to higher educational status and roles in the region, homeland as well as in the world. The education throughout one's life is the access to 21st century. The higher education, facing big challenges, must carry out changes and reforms which have never been required in history. As an important part of the higher education, higher vocational education, the practical, technical and specialized one, and the common higher education belong to two different educational systems. The purpose of higher vocational education determines the high level of the higher vocational personnel, professional nature of the knowledge and ability trained in higher vocational schools, technical nature of the higher vocational personnel and the basic nature of working post. This thesis, after the practice of reforms and researches by the writer in higher vocational schools for 3 years, discusses the problem on determining the nature and personnel-training orientation about our country's higher vocational education in the 21st century in accordance with <> delivered by the UNESCO, with the experience about higher vocational education carried on in some developed nations and areas for reference, analyzing and studying the personnel training pattern and educational character from DS in Germany, CBE in Canada, CTC in Britain and TAFE in Australia, in the light of <> and combining with the education and teaching practice about chemical engineering major in Tianjin professional college. It preferably offers a good relationship between basic courses and major ones; theory teaching and practical teaching; profession skills and the comprehensive qualities. It explores and carries out the pattern of higher vocational education on personnel-training with "basic quality- oriented education" as the core, applying technique skill as the masterstroke, the ability to deal with the emergency as the key, combination of learning and practice as an approach, forming the proper personnel-training approaches and regulations integrating with teaching, scientific research and production; and forming the market outlook---majors searching for the market, educational process being close to the market, graduation sector coming into the market, quality-evaluation being near the market---by sticking to the principle of relying on the market, investigating the market, and decision-making according to market information. The English teaching reforms to meet the demand of society have taken effects initially, and applied to the personnel-training project about science and technology major in grade 2003 in Tianjin Professional Collegeï¼›The chemistry simulation technology has been first applied to multi-level of the chemical major personnel-training projects of Tianjin Professional College in the higher vocational education in our country, improving the effects of teaching and efficiency of running school and forming their own personnel-training feature.
