At present, the quality of the regional ecological environment is an important issue that must be firstly studied and resolved. Ecological system assessment has become the front of relational subjects and the focus of science studies. The assessment of the regional ecological environmental quality based on landscape ecology, ecology, geography, the sustained development theory, and so on, is still developing. There is not a perfect and mature environmental assessment measure that can be popularly applied. In the light of the pressure-state-response model, the concept frame of the assessment of the regional environmental quality, the indicator system, and the AHP-changing weight -fuzzy comprehensive assessment model have been built in this paper. Utilizing 3S and database technology, the image pretreatment of extracting RS information, the NDVI extracting, the information extracting of land cover and water loss and soil erosion, the buffer analysis, the analysis of folding dates have been made. Finally, the signal factor assessment and the comprehensive assessment, on the basis of the assessments and the GIS database studied the ecological planning and control of Yanhe ecological environment have been done.It is showed that GRID unit assessment could exactly reflect the distributing of the regional environmental quality. Vector scale assessments based on the changing weight-fuzzy model and the indicator system could remain the information of GRID unit, lose few data, integrate the advantage of macro-assessment and micro-assessment, stand out the leading factors of the deteriorative ecological environmental districts, and be important to the order and emphases of ecological engineering in Yanhe county. The means of seting up ecological assessment unit based on the little watershed division technology and the district unit could preferably reflect the changing trend of regional ecological quality. At the same time, the assessment results and the Yanhe regional ecological environmental quality GIS database of this paper could be used for grading land, ecological environmental goal planning, forest protecting, and water and soil protecting.
