Ndex System Of Programming Environmental Assessment And Its Application In Regional Environmental Assessment

EIA system, which is the important embodiment of sustainable development strategy and a fundamental system originated in area of environmental law, plays an increasing important role in decision quality improvement and environmental protection. Because environmental protection law and air pollution prevention law are both about pollution management and controlling which embody the idea of end treatment. In order to prevent environmental pollution and ecological disruption in essential, we should start with policy establishing and fully take account about the impact on environment in the process of establishment and enforcement on socio- economic development policy, which must promote sustainable development and be beneficial to environmental protection. Therefore, strategic environmental assessment featured in view of strategy is being accepted and emphasized by more and more countries.Started with the requirement of programming EIA, this thesis illustrates the source of programming EIA and research condition in China and abroad. It analyses ideas, principles and steps of index system of programming EIA according to some corresponding theory and methods in 《Technical guidelines of programming EIA》(in proposed). Moreover, it lists environmental targets and assessment indexes of programming EIA, urban construction programming, energy programming and ecological demonstration area. Combined with research achievement in China and abroad, this thesis recommends the three levels and 65 indexes in index system of programming EIA. This thesis explains index system completely and researches deeply in terms of theory combined with practical work. Firstly, based on the basic connotation of sustainable development and planning principles above and consulted available achievement, according to three high-level indexes such as economical development, social civilization, environmental amenity and eight middle-level indexes and forty-five individual indexes consist of the assessment index system of regional sustainable development, in which economical development is the key point. Secondly, it defines the weight of three high-level indexes in Delphi method. According to the feature of different regions' development, this paper has constructed the comparison matrix in AHP, which used for one-one comparison between middle-level indexes and individual indexes in importance level-by-level and marked it after judging. It also extracts the corresponding characteristic vector of maximal characteristic root in radical root method in order to determine contribution the lower level to the higher ones, so that it obtains importance weight the individual index to the total target. Finally, it calculates the composition of assessment indexes in linear weighted method to construct an integrated index system of regional environmental assessment. This thesis has made assessment on programming of Yuan Yang in northern Open Economic Zone of Chongqing based on research in index system of programming EIA, and has put forward some main problems available and suggestions.
