Research On Environment Pollution Treatment And The Design Of The Emissions Trading System In China

Environmental problem is a social problem as well as an economic problem. From the viewpoint of economics, the most original cause of the environmental problem rests with its externality. The environment pollution and the exhaust of the natural resources caused directly by the externality elements indicates the failure of the market. In addition, the inevitably existing "malfunction" of the modern government can be accounted as another contribution to the environment problems. To solve the problems, a series of policies and methods were set out and among them the environmental economic measure can be accounted as an important one .This article summarized the contents, characters and classification of the environmental economic methods, compared the two kinds of environmental economic methods and set the basic principle that should be followed while we carry out the environment management by economic way. The article analysed the application and also the problems of the environmental economic methods while being adopted in the environment management in China.Emissions trading is a new and market-oriented environmental economic method which owns its unique value of being promoted and being applied in the socialist market economy in China. Based on the theory of emissions trading, on the reference of the foreign practices in the same field and combined the actual state of the environment management in China, this article designed an emissions trading system in China and demonstrated the following specific contents and forms ofemissions trading: the geographic area coverage of the trading, the pollutants to be marketed, the trading participants, the original distribution, redistribution and inspection of the pollutant emission license etc.
