According to modern safe scientific theory, information theory, cybernetics and non-linear theory, the paper has carried on deep analysis and research of the major accident risk of coal mining enterprise. Creative proposition suits the index system of pre-warning of daily appraisal of risk of major accident of the coal mine; On this basis, combine one's own characteristic of mine, has set up the model of appraisal of risk of index law of major accident of the coal mine, set up the model of appraisal of risk based on artificial neural network at the same time; Through the union application of the index method and artificial neural network method, relatively received science, accurate result of appraisal of risk each other. Distinguish the method dangerously according to the major accident of the coal mine, utilize the principle and method of cybernetics, feed-forward controlling and feedback control method to propose major accident of the coal mine; In feed-forward control, measure and arrange control method that checks, rectifies and improves in time after putting forward the daily hidden danger of risk; In feedback control, have proposed being supported by computer network, start to different danger class different to meet an urgent need accident to rescue prediction scheme control method behind the accident by way of warning the signal lamp and controlling pre-warning. The content studied according to the thesis, adopt the modern network technology and ActiveX package technology, utilize such developing instruments as ASP, VB, etc. and SQL Server 2000 large-scale database, control and emergency procedure system in coal mine risk of developing B/S mode, have set up safe website's system, and have introduced systematic design realizing, systematic function and application method of the system in detail in the thesis. On the basis of the research, control and emergency procedure method system after putting forward the intact coal mine major accident risk, and implement this method system in the Xinwen mining industry, make the good result and have brought good social benefit.
