Study On The Quality Assessment And Planning Of Ecological Environment About County (Town) Area

Ecological environment is the base of survival and development of human society. It is a term of basic national policy must be hold in modernization construction that protect and construct favorable ecological environment and implement sustainable development stratagem. The fundamental purpose of ecological environment assessment is that inspect and appraise change state and rule of ecological environment system in special region under the together effect of humankind and nature factors, and that provide decision-making foundation for protection and planning of ecological environment. Zhuanghe serves as the production base of forestry, fishery and planting, the reserve area of land resource and the water source area of Dalian City. Thus favorable ecological environment must be preserved in this region, which is not only the important foundation of regional economics and sustainable development but also relate to ecological environment security of whole Dalian City and Liaodong peninsula area. This paper analyze current status of ecological environment in Zhuanghe and select a series of indexes which is relate to ecological environment combining with the request of sustainable development. Simultaneously introduce factor analysis method to analyze principal component, evaluate variance and gain component scores for all the factors of each village and town. Then carry out clustering analysis to classify component scores in order to define evaluation grading of ecological environment quality. The result indicate that general level of ecological environment quality of Zhuanghe is preferable and become poor from south to north in terrain distributing, and plain is better to mountainous area. At the same time carry out terrain partition for regional ecological environment quality with modern ecological planning and bring forward countermeasure for different ecological quality region. This paper offer theoretical foundation and maneuverable advice for the environmental impact assessment of economy and society development in the eleventh five plan of Zhuanghe.
