| Tourist resort, as the main space of tourism activities, it is great significant to strengthen its environmental protection. But the environmental protection needs a systemic management, the environmental management system (EMS) provides the right effective method.With the study topic of EMS in tourist resorts, this paper deeply discussed the problems of environmental management in tourist resorts, so as to help tourist resorts resolve the problems by establishing and carrying out EMS, and realize the harmony of tourism development and environmental protection. It will also profit for tourist resorts to carrying out the environmental management.The paper consisted of five sections.(1) Forewords: to introduce relevant study background, study basis and paper framework. Although the research on tourism environment has been one of the great important fields at home and abroad, it is very insufficient in researching on it in systemic management ways. In practice, there are many problems of environmental management in tourist resorts, such as lack of perfect technology system, ripe operation system, narrow supervision, and so on.(2) Main theory basis: to summarize some theories on ecotourism, ISO14001 standards and international standard of ecotourism. Ecotourism provides a primary basis for environmental management of tourist resorts. ISO14001 standards and international standard of ecotourism offer some new ideas for environmental management in tourist resorts, but both of them have advantages and disadvantages, it is necessary to apply in conjunction with each other.(3) Framework of EMS: to analyze and discuss the significance, requirements, basic framework and the thorny points of establishing and carrying out EMS. With five dynamic sources, tourist resorts should allow for six requirements and adhere to ten basic principles to establish and carry out EMS, which should be also based on two layers of environmental consciousness and environmental performance, and two main lines including environmental consciousness - environmental culture - environmental education - environmental training and environmental performance - environmental aspects - environmental management program. Besides, they should also do well in five fields of work: ①to establish a high-efficient organization structure for environmental management;②to strengthen the environmental culture construction;③to deeply identify and evaluate the environmental aspects;④to evaluate environmental performance all-sidedly;⑤to integrate EMS into other management systems effectively.(4) Applications studies: to take Qinxixiang valley tourist resort as an example to analyze the application of EMS. The paper identified 23 environmental aspects with an ecological-type base, and determined 17 key environmental aspects with an improving-type base. It also worked out a garbage disposal program, and structured a triple - level index system for environmental performance evaluation.(5) Conclusions and suggestions: to summarize sixteen main conclusions and seven main parts of novelty, and bring up nine suggestions.What is the novelty in this paper is that environmental problems in tourist resorts are raised to management strategy, and EMS is established for tourist resorts based on ISO14001 standards, which could combine the professional environmental work with comprehensive environmental work. In detail, it was incarnated in eighty aspects: ?establishing a framework for EMS based on two layers and two main lines;?establishing a comprehensive organization structure for environmental management;(§)applying CIS into environmental culture construction;?identifying the environmental aspects from eleven sides;?evaluating the environmental aspects from environmental, social and economic impacts;?sorting the key environmental aspects into improving-type and controlling-type bases according to manageable proportions;?evaluating the environmental performance both with a gap analysis index system and an environmental performance index system;?structuring a framework for integrating EMS into other management systems.
