Study On The Assessment Of The Hydropower Ecological Effect

Based on the analysis of the hydropower ecological effect, according to the meaning and characteristic, the research includes establishing assessment indicator system and assessment model and eliciting the actual state of affairs ecological effect.The concept of ecological effect was advanced in the past years. We discuss the meaning and the characteristic, as well as the impact factors.The assessment indicator system of hydropower ecological effect is formed from the developed "press -state- response" concept model, including three subsystems: press, state, response. It embodies societal, economic, eco-environmental three parameters indicators, which has 24 essential indicators and 35 expanded indicators. We can choose the proper indicators according to the different assessment project.The assessment of the hydropower ecological effect adopts two methods: the Analytic Hierarchy Process Method and the Back-Propagation Network Method. AHP method can reduce the factitious factor by disaggregated indicators. BPNN Method confirms the weight objectively, but there are several problems in its application, so we discuss some measures in order to solve the problems.The indicators system and the assessment model were applied in hydropower ecological effect of the representative Manwan Hydropower in Lancang River. The outcome showed a reasonable relation to the real situation, and validated the practicability and reliability of the indicators and the assessment model.
