Assessment factors of safety state for Chemical Industrial Park have been compositively researched by the model of matter-element and the analytic hierarchy process. The technological method on the selection of safe assessment factors, the classification of safety parameters and the weight confirming of safety parameters, has been obtained. The across-the-aboard assessment parameters system of safe state can be consisted of 26 safety assessment parameters which include 5 aspects(safe manufacture state of plants, layout state, entironmnet quality, using capability of the lash-up resources, and social and economic staus for the region). According to the existing standard, criterion and the checkable data, classification and weight confirming of each parameter have been done by using analytic hierarchy process. The judging model of matter-element on regimentation recognisation is established by using the matter-element, extensional aggregate and correlative function theory, and it is used as the concrete calculation and evaluation for safety state in city zone. The designed model is used for the hierarchy comprehensive evaluation of Wan Zhou Chemical Industrial Park. The grade of safe state of this Park is"relatively safety". For the"insecurity"parameter in assessment, the way of improvement is advanced.
