The highlight of the contradiction between environment and development makes environmental justice be a major topic of global concern. Environmental justice is just by using the principles of justice to regulate the relationship between person and person which affected by the relationship of people and nature. Besides environmental justice includes the ecological concerns of which mankind must follow ecological laws, maintain biological diversity and ecological sustainable conservation, much more, the environmental justice contains that all the people and countries on the earth have equal access to enjoy natural environment and avoid the danger of environment changed and damaged. Every person and country has the same obligation and responsibility in protecting the environment. The initial environmental justice movement erupted in the United States, which mainly caused by the existence of unfair phenomenon in the protection of the environment. However, as disputes in the ecological interests and responsibility is increasing in developed and developing countries, the voice of requiring developed and developing countries to share ecological interests and bear responsibility is constantly rising. Its topic is from only concern the unequal treatment of toxic waste to concern the injustice phenomenon that developing countries was robbed, developed countries extracted the global resources etc. i.e. pay attention to environmental injustice from the international level. So, international environmental justice is just expanding on the environmental justice at the international level. The environment thought of Marx and Engels, the western ecology ethics thought as well as the fair thought of John Rawls have the reference significance for how to handle the relationship between man and nature fairly and impartially and how to deal with relationship of the environmental benefits between countries and countries.International environmental injustice is the main reason for the current global environmental issues and scarce resources. The injustices are mainly manifested in injustices of the use of environmental resources, the benefits, victims and responsibility of environment, inconsistent between environmental rights and environmental protection obligations. The developed countries establish green trade barriers and carry on ecological garbage dump. Developed countries which accounted for a small number of global waste too much resources, enjoy the biggest benefit which the environment destroys bring by using their superiority consumption in the economic development.
