Water is very important for human. It is a limited resource which is essential for human's life and all industry. But with the development of production and the enhancement of people's living level, water is polluted gradually. More and more water is being polluted, less and less water can be used for people. With the urbanization and the mushrooming of population, the using water quantity is more and more, which makes the shortage of water resources of Jinan. The shortage of water resources has been the bottle-neck factor of social development. Most of them is caused by water quality factor. So, it is an important task to control water environment quality in Jinan and deal with the correlativity of water environment and economic development. There is not only theory but also realistic meaning to research the water environment control in Jinan. It can guarantee enough water for the inhabitant and factory in Jinan, protect and renew the function of sight riverway, improve the water environment quality in Jinan, collocate water resources with reason.So, when we research the ultility of water, it is not enough to take water quantity into account only, we must analyse and forecast water quality, too. We should research the rule of transfer, diffusion, attenuation and inversion of contamination in water.Now, the rivers and lakes in Jinan is polluted badly, especially of Xiaoqing river. Xiaoqing river is an important flood channel. Its functions contains flood protection, waterlogging elimination, irrigation and so on. In recent years, water environment of Xiaoqing river is worsing more and more because of the discharge of industry and living sewage. According to the monitor data of Xiaoqing river, the riverhead, Mulizhuang, is coincidental to the criterion for surface water III, but in other places, all index exceeds the criterion, expecially NH3-N and organic contamination. The total nitrogen and total phosphor in Daming Lake exceeds the criterion severely. The diaphaneity is lower and lower, the water is in eutrophic state. Though the government has made some measure to father it, but the improvement of water quality is very slow. The pollution of water influences the habitation and living quality severely.This paper simulates the water quality of Xiaoqing river and Daming lake. The main contents is as follows:(1)This paper introduces the research process, including the hydynamical simulation and eutrophic simulation of lakes. This paper introduces some theory of water quality simulation, such as classification, principle, frndamental, one-dimension equation of rivers, two-dimension equation of lakes, the dispersion of equation and some software for water quality simulation and so on.(2)According to the character of rivers and lakes in Jinan, this paper simulates water quality of Xiaoqing river and Daming lake, which gets a reasonable result.(3)Put forward some measures to father water environment of Jinan in order to making the habitation beter and beter. (4)Use VB+MO to compile the water environment quality control demonstration system of Jinan. Water quality at Mulizha reach meets sight-entertainment requirement, but at other reaches, water quality exceeds criterion severely, which needs fathering. Water quality of Daming lake is not well, also needs fathering.
